General Information Multiple Award IDIQ Contracts Non-Appropriated Fund Instrumentality (NAFI) Limited Service - Architect-Engineering (A-E) Solicitation Number: HDQMWR-22-R-2002 Posted Date: 22 April 2022 Response Date: 3:30PM CT, 23 May 2022 II. Contracting Office Address CNIC, Facilities and Construction Contracting 5720 Integrity Drive, Bldg 457 Millington, TN 38055 Non-Appropriated Fund Instrumentality Procurement A. The Selection of Architects and Engineers statute (formerly the Brooks Act) does not apply to this solicitation or the resultant contracts. The contracts will be procured in accordance CNICINST 7043.1 paragraph 822., with evaluation based on demonstrated competence and qualifications of prospective contractors and their subcontractors, as applicable, at fair and reasonable prices. Department of Defense Instruction (DoDI) 4105.67 (DEC 2017) 1. Pursuant to the provisions of Department of Defense Instruction (DoDI) 4105.67 dated 26 February 2014 with Change 2 dated 1 December 2017 the following authorities do not apply to this contract: a. The Federal Acquisition Regulation (FAR) b. The Department of Defense Federal Acquisition Regulations Supplement (DFAR) c. Other DoD Component FAR Supplements d. Chapter 137 of 10 U.S.C. e. The Small Business Act, as amended 2. No appropriated funds of the United States are obligated, due or payable under the subsequent contract awarded as result of this solicitation V. Description 1. These will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Architect-Engineering (AE) services as described herein for various Navy Morale, Welfare, and Recreation (MWR) and other Nonappropriated Funds (NAF) construction projects for the U.S. Navy and other DoD organizations and agencies located in the United States, its territories and other facilities in host nations. a. Limited range A-E consulting engineering services in support of the U.S. Navy Non-Appropriated Fund (NAF) Construction Program and other NAF projects. Services include, but are not limited to, specific discipline design support of alteration of facilities, both vertical and horizontal, maintenance and repair of real property, pre-design site assessment, engineering and design during construction and other technical services may be required. The contractor is required to have knowledge of and expertise in: DoD Unified Facilities Criteria (UFC) program requirements; Unified Facilities Guide Specifications (UFGS) requirements; US Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) registration and certification requirements; the design of Anti-Terrorism/Force Protection (AT/FP) requirements; the design of HDQMWR-22-R-2002 NAFI Limited Service - A-E Worldwide REQUEST FOR QUALIFICATIONS Page 3 of 9 Architectural Barriers Act (ABA) requirements; U.S. Consumer Product Safety Commission (CPSC) Public Playground requirements; American Society for Testing and Materials (ASTM) standards; United States Golf Association (USGA) and common golf design practices; geospatial information systems (GIS), security, data, and communications systems; fire protection and life safety systems; mechanical systems and commissioning, as they are relevant to the specific limited service discipline (area of expertise). Limited A-E consulting engineering services include the following engineering disciplines: Structural engineering, Mechanical, Electrical and Plumbing (MEP) engineering, Fire Protection engineering, Kitchen design, Marina design and Golf Course design. b. Additional services include, but are not limited to any or all of the following: design concepts/standards, research, analysis and construction phase support. Services also include, but are not limited to, environmental, topographic and boundary surveys to include mapping, subsurface/geotechnical investigation, testing and recommendations reports, bathymetric surveys, wind-wave analysis, studies and reports, seismic studies, cost estimates, design reviews, life cycle costing and computer aided drafting. 2. The NAF Construction Program and other NAF projects include, but are not limited to construction of new or repair and renovation of existing: Transient Lodging, Car Washes, Golf Courses, Golf Clubhouses/Maintenance Facilities, Officer and Consolidated/Enlisted Clubs, Youth Centers, Outdoor and Indoor Recreation Centers, Bowling Centers, Auto Skills Centers, Community Activity Centers, RV Parks, Cottages/Cabins, Sports Complexes/Fields, Theatres, Marinas and other MWR/NGIS projects. Projects may include multipurpose/multifunctional facilities or complexes for multiple program requirements. 3. There are existing requirements for submittal formats and content on many of the requirements components. These requirements will be provided to the most highly qualified contractors selected to receive the Request for Price Proposal (RFPP) for the NAFI Full Service A-E Requirements IDIQ contracts. Additional unique requirements may be included in RFPPs for specific project task orders. 4. The wages and benefits of service employees performing under the contracts must be at least equal to those determined by the Department of Labor under the Service Contract Labor Standards Statute, as determined relative to the employee's office/performance location (not the location of the project). 5. The total cost of the task orders placed against a contract will be as follows; except that, orders under or over these amounts (by contract, period or order) may be accepted by mutual agreement between the NAFI and contractors during the performance period. a. Per contract: Will not exceed $2,500,000.00 for all years or $500,000.00 per year. b. The minimum individual task order amount for which a contractor shall be required to perform will be $1,500.00 with a maximum amount of $1,000,000.00. c. There will be a minimum guarantee of $2,500.00 during the base contract period.
