Contractor shall complete all work as specified or indicated in the contract documents. The work is generally described as follows: CONTRACTOR shall remove, dewater, haul and dispose of approximately 3 million gallons of existing saturated solids currently in the Flow Equalization Basin (FEB). CONTRACTOR shall remove the existing 60 mil HDPE liner and associated geotextile fabric from the FEB and dispose of offsite. CONTRACTOR shall restore grading of all disturbed areas to existing grade of the FEB slopes and bottom. CONTRACTOR shall remove the existing decant effluent structure and install a new decant effluent structure in the FEB. CONTRACTOR shall remove the existing under drain system and install a new under drain system in the bottom of the FEB. CONTRACTOR shall install the new 60 mil HDPE liner and geotextile fabric at the Flow Equalization Basin (FEB9). CONTRACTOR shall install and grout the new 8-inch HDPE pipe inside the existing 12-inch DIP from the Decant structure to the reuse pump station. CONTRACTOR shall complete the restoration of all disturbed areas at the East Wastewater Treatment Plant. The project generally consists of the removal and mechanical dewatering of approximately 3 million gallons of sludge from the 9 million gallon Flow Equalization Basin (FEB9), hauling to and disposal of the dewatered sludge at the McAlester Municipal Landfill, removal and disposal of the existing HDPE liner and associated geotextile fabric liner, installation of approximately 152,000 square feet of new 60 mil HDPE liner, installation of a new french drain, outlet pipe and geotextile fabric liner in FEB9.The contract documents, including plans, for this project will be available beginning at 8:00 AM on Monday, April 25th, 2022. Proposals shall be accompanied by either a Bid Bond from a surety satisfying the requirements specified below for the Performance Bond, Payment Bond and any other bonds set forth in the Contract Documents, or certified check upon a national or state bank in an amount not less than 5 percent (5%) of the total maximum bid price, payable without recourse to the City of McAlester as a guarantee that the Bidder will within ten (10) days after Notice of Award enter into a Contract and furnish a Performance Bond, Payment Bond and any other bonds set forth in the Contract Documents upon the forms provided, each in the amount of 100 percent (100%) of the Contract price, from a surety licensed to conduct business in the state where the Project is located and named in the current list of "Surety Companies Acceptable on Federal Bonds" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract price, all as stated in current "Best's Key Rating Guide, Property-Liability." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety, and shall be certified to include the date of the Bond.
