Metro Vancouver, through the Metro Vancouver Regional District (the Corporation) invites Responses to this Request for Qualifications (RFQ) for project management framework development. More specifically, the intent of this RFQ is to short-list up to five (5) Respondents to participate in a Request for Proposal for project management framework. SCOPE: This scope of this project is to develop an enterprise wide Project Management Framework that will be applied by various project delivery groups within Metro Vancouver, including Liquid Waste Services, Water Services, Solid Waste Services, Regional Parks and Housing. The framework will consist of standards, policies, procedures, methodologies, templates and tools to improve the overall delivery of capital projects in an effective and standardized manner while integrating with existing practices. While it is anticipated that this RFQ may lead to a Tender or Request for Proposal, Metro Vancouver reserves the unfettered right to determine the next steps in the process which may include negotiation with the front-runner(s), issuing a Tender or Request for Proposal to short-listed Respondents only, issuing a Tender or Request for Proposal to more than the intended number of short-listed Respondents, collapsing this process entirely or pursuing a different selection process altogether.
