Logan County, Arkansas is requesting any and all Energy Service Companies to submit a proposal to develop and complete an investment grade audit (IGA) and energy performance contract proposal for energy cost savings under A.C.A. 14-164-805(b), specifically a solar array located at 201 S. Lowder Street, Paris, Arkansas 72855, which is approximately 40,000 sq. ft. Organizations submitting RFPs shall be qualified to do business and licensed in accordance with all applicable laws. Pursuant to Arkansas law, Logan County encourages all qualified small, minority, and women owned businesses to bid on and receive contracts for goods, services, and construction and likewise encourages all general contractors, to the extent any portion of the work is subcontract, to subcontract with qualified small, minority, and women owned businesses. Logan County has the right to reject any or all RFPs and to waive irregularities therein and all submitted firms shall agree that such rejection shall be without liability on the part of Logan County for any claim brought for such rejection. The submission of an RFP shall constitute an agreement to these conditions. Evaluation factors shall be price for IGA, qualifications, and team experience.
