DBE Goal: 5% Proposed improvements include reconstruction of seven (7) traffic signals along SR-7 from Wells Street to Franklin Avenue and installation of a new traffic management system with fiber interconnect to all new traffic signals. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful bidder will be required to furnish and pay for a satisfactory performance and payment bond or bonds. The Contractor shall be ODOT pre-qualified for types of work he is performing with his own forces (not subcontracting) for items that total a minimum of 30% of the awarded contract amount. To ensure the Contractor retains 30% of the awarded contract amount, a completed ODOT Prequalification Data Sheet is required to be submitted as part of the bid. In addition, the Contractor will be required to submit a job cost report with all pay requests to ensure the 30% requirement is attained throughout the project. Due to funding agency requirements, the City will not be able to enter into a contract until after July 1, 2022. The City intends and requires that this project be started no sooner than July 11, 2022. The completion date for this project is June 30, 2023. The City of Steubenville reserves the right to reject any or all bids, or to waive any informalities in the bidding.
