This non-binding Request for Supplier Qualifications ("RFSQ") is an invitation to obtain Proposals from qualified Proponents for the purpose of pre-qualifying prospective Suppliers and creating a ("VOR") arrangement for Lighting Contractor Services ("Services") for OECM Customers to use on an as-and-when required basis. The pre-qualified Suppliers, with skilled expertise shall deliver services in Ontario geographical Zones or areas within a Zone, they are able to service. The objective of this RFSQ is to create a list of pre-qualified, unbiased, independent lighting contractors with industrywide knowledge of materials and performance in various geographical areas where they can provide Services (e.g. part of or all of one (1) or more Zones) across the province or the entire province. Customers may select a Supplier through a Second Stage. Qualified Suppliers should be capable of providing quality Services to OECM Customers, and have the ability to : (a) Complete the Service as per Customer's specifications; (b) Establish time and cost certainty; (c) Maintain consistency in Service; (d) Ensure Customer-specific products are used; (e) Work co-operatively with the Customer's lighting consultant, as required, to derive the best result and value for Customers; (f) Ensure applicable certification, licensing, and safety regulatory requirements are met; and, (g) Work in a cooperative and flexible manner with Customers. The term of the resulting master agreements are intended to be for four (4) years, with an option in favor of OECM to extend on the same terms and conditions for up to two (2) additional years. OECM will refresh this RFSQ, according to the applicable trade agreements, by providing other suppliers an opportunity for inclusion in 2024 and in 2026, if the Master Agreements are extended.
