The purpose of this Request Proposal is to obtain competitive proposals from qualified individuals and firms for the propose of getting independent cost estimating and schedule evaluation services for theRito Hondo Dam Rehabilitation Project (Project) that will be delivered using the Construction Manager/General Contractor (CM/GC) Alternative Project Delivery process. Colorado Parks and Wildlife (CPW) is seeking an Independent Cost Estimator (ICE) to provide the services outlined below in this Scope of Work. A qualified ICE is a key component in the CM/GC process and is critical to the development of the Project CAP (Construction Agreed Price) and understanding of the Contractor's means and methods. Rehabilitation Scope of Work Major construction tasks include: Construction of new downstream filter buttress and drains Extension of the outlet works pipe under the new filter buttress (will require minor cutand-cover pipe coupling at the downstream end) Removal and replacement of the existing concrete spillway Construction of cutoff walls to help control seepage (SCB wall along the dam alignment and SB wall along the right reservoir rim) Other ancillary construction tasks include: Installation of instrumentation Placement of additional riprap Site revegetation and cleanup All products produced in response to the contract or agreement resulting from this RFP will be the sole property of the State of Colorado. Any exceptions must be outlined in detail. Exceptions may serve as cause for rejection of proposal. Such products shall include original materials, including any reports, studies, data, designs, drawings, maps, meeting minutes, specifications, data spreadsheets, notes, documents, electronically or magnetically recorded material and related intellectual property developed or created by the successful Offeror pursuant to the services sought by this RFP, and subsequently provided and integrated by contract between DNR and the successful Offeror, shall become the sole property of the State. The purchase of licenses for use of a Offeror's software shall not be interpreted to mean purchase of the actual application or software. Ownership of the specific application and software selected under this RFP shall remain with the selected Offeror. The successful Offeror will not be allowed use of any materials furnished by, or produced for, DNR for any purpose other than towards the completion of the works described herein, without permission from DNR. All proposals must be received by the Purchasing Agent no later than the date and time shown in the Schedule of Activities, Submission Deadline. Submittals via the Colorado Vendor Self-Service System (VSS) and Box.com- PMAA 2022*0020 will be accepted. CPW anticipates releasing the RFP within a couple days after the mandatory pre-proposal meeting (tentatively May 12, 2022).
