County of Santa Clara (County) will prequalify Contractors for future Job Order Contracting (JOC) construction projects awarded pursuant to the best value method (Public Contract Code section 20155, et seq.). The County intends to use the list of prequalified contractors to bid current and future JOC Contracts for a period of one year from the date the Qualified Proposer List is ratified by the County's Board of Supervisors. Contract Value shall have a minimum value of $50,000 and a maximum value $3,000,000 for Best Value JOCs or $5,402,865 for Low Bid JOCs (awarded pursuant to Public Contract Code section 20128.5). The construction projects authorized under the JOC Contracting program will vary in size and complexity, and may involve minor demolition, repair, or remodeling of existing buildings. Construction projects under the County Parks and Recreations include repairs, renovation, and or maintenance projects at 28 parks throughout the County. It is mandatory that all Contractors who intend to submit a proposal must first be approved by the County to be on the Qualified Proposer List. Proposals/Bids for JOC Contracts during the stated time period will only be accepted from proposers on the County's Qualified Proposer List unless the County chooses to do an additional Prequalification process issued to the contracting community at large. The County may also choose to open the solicitation for Low Bid JOC Contracts without going through the Prequalification process. JOC Contractor is to submit a completed Prequalification Package before the Due Date as specified on the Prequalification Package. The Prequalification Submittal shall include responses to questions contained in the attached Prequalification Questionnaire, and a notarized statement from the Contractor's surety.
