Scope of Services The requirements and specifications for the backflow testing, repair, and replacement services are as follows. The successful Contractor shall provide all labor, materials, equipment, transportation, and services required to inspect, test, repair, and replace backflow prevention devices. The contractor shall report on all backflow prevention devices identified by the City of Palmdale. All work shall be in accordance with USC, Foundation for Cross-Connection Control and Hydraulic Research Prevention Assembly Field Test Procedures, as described in the current edition of the USC-FCCHD Manual for Cross-Connection Control. Backflow Prevention Device Testing and Certification is required on an annual basis. Currently, there are approximately 600 individual backflow prevention devices that require testing. Most certification notices will be provided to the Contractor in packets of 20 or more devices to test at one time, with single test notices occurring infrequently throughout the year. The nature of these certifications requires a timely response from the Backflow Testing Contractor to ensure certifications are completed and submitted by the due date specified by each regulatory agency. It is anticipated that various devices will require repairs to pass the certification tests. The Contractor will notify the Landscape Superintendent or appointed designee of necessary repairs to devices larger than 2" and gain authorization prior to performing the necessary work. Testing Equipment All equipment shall have a current calibration certification. The contractor shall provide current testing gauge calibration certificate with quote. Test Reports Reports, for new and existing backflow prevention devices shall be completed on the respective regulatory agency approved form provided by the City of Palmdale and shall include the address of the meter location addition to all other standard form information. Reports shall be complete, in legible printing or typing and signed by the tester. Other Details Visual Inspection Contractor shall visit the job site and inspect each backflow prevention device. If the device cannot pass because the unit is not in compliance, is defective, vandalism has occurred, and/or any other cause, Contractor will notify the City of Palmdale's Landscape Superintendent or appointed designee of necessary repairs on devices larger than 2" or the need to replace any device. Contractor shall report to Landscape Superintendent or appointed designee any backflow prevention device in need of freeze protection. Certification Annual testing and certification for all backflow devices will be completed within 30 days of notification by the City of Palmdale and 30 days from each respective regulatory agency. The tests will be completed in full compliance with all guidelines referenced in the Scope of Work. If a device fails, Contractor is to notify the Landscape Manager or appointed designee of necessary repairs on devices larger than 2" or the need to replace the device. The City of Palmdale Landscape Superintendent or designee will then direct the Contractor to proceed with repairs or replacement on a case-by-case basis. Backflow Rebuild or Replacement When a backflow prevention device requires replacement, City may have the Contractor remove and replace device according to the appropriate bid item hourly rate. Materials will be provided by the City of Palmdale and installation will be done according to City of Palmdale Engineering Detail I-7, "Typical Backflow Preventer inside Enclosure.". Backflow Prevention Device Re-builds or Replacement can include removal and replacement of enclosure slab, replacing ball valves, and excavation to replace elbows, nipples, and unions. Upon final completion of any work performed under this agreement, Contractor shall schedule with CITY authorized representative a final inspection.
