Site work for a municipal facility in Seattle, Washington. Completed plans call for site work for a municipal facility.

The Work Includes: Mobilization / Demobilization All work shown in drawings and specifications, including but not limited to install water line from the DCBFA to the SPU Line and all work associated with the drinking fountain including any required testing and inspection. Any and all related materials, hardware, connections, etc. Project is at Terminal 117 in South Park, Seattle (approx. 14th. Ave. S., S. Henderson St., and Dallas Ave. S.). 1. Subcontractors pricing shall include but not be limited to drug testing, and any and all costs associated with the requirements of the Project Labor Agreement. 2. Subcontractor must comply with the project Idling Policy and vehicles/equipment will not be allowed to idle in the vicinity of the project for more than five minutes. 3. Subcontractor must provide bond and insurance as required by the contract. The Engineers estimate range for this package is $25,000-$75,000. Question Cut-off Date: N/A Each bid must be accompanied by a cashiers check, money order, or surety bid bond in an amount of not less than five percent (5%) of the total bid, made payable to Scarsella Bros., Inc., and more specifically described in IB-05.01 of the Instructions to Bidders, Document 00 20 00. Payment and Performance bonds will be required with the Contract. THIS IS A PROJECT LABOR AGREEMENT (PLA) PROJECT. Time limit for substantial completion of the work is November 30, 2022. Scarsella Bros., Inc. reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest and pursuant to the terms of the General Conditions. The project is funded with federal dollars. See applicable federal provisions in Division 00 (Attachment 10) of the Solicitation Request for Proposal MC-0318716/WP#105563, General Contractor/Construction Services for Sties 23 - 25 Restoration Project at Port of Seattle Terminal 117. Scarsella has determined that this contract has subcontracting possibilities and has established a goal of 0.0% for the use of firms owned and controlled by Disadvantaged Business Enterprise (DBE). All bidders are directed to Document 00 83 00, Equal Employment, Non-Discrimination and Equal Benefits with regard to the procedures the Port will utilize to achieve these goals. All bidders must furnish with their bids, the Disadvantaged Business Proposal form contained in Document 00 83. 00, Equal Employment, Non-Discrimination and Equal Benefits. Submission of the DBE Proposal form is a matter of bid responsiveness. If the apparent low bidder does not meet the DBE goal, then it must provide the Documentation of Good Faith Efforts form to the Port within two business days of the bid opening. If requested by the Port other bidders must furnish the Documentation of Good Faith Efforts form to the Port within two business days of the Port request for such documentation. Good faith efforts will be evaluated as a matter of bidder responsibility. The Port of Seattle, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the Port. Any such complaint must be in writing and filed with the Ports Title VI Coordinator within one hundred, eighty (180) days following the date of the alleged discriminatory occurrence. Title VI Discrimination Complaint Forms may be obtained from the office of the Title VI Coordinator at no cost to the complainant by calling (206) 787-4066 or sending an email to mailbox.t3@portseattle.org *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Subcontractor must achieve Substantial Completion by November 30, 2022.
