.1 Alberta Transportation ("AT") requires the services of a Consultant to provide engineering services required for performing testing and inspection of major bridges located throughout Peace and North Central Regions in the Province of Alberta. .2 Alberta Transportation (the "Province") requires the services of an Engineering Consultant for the provision of engineering services to perform a specialized Level 2 inspection and non-destructive testing on the selected structures. The required work consists of, but is not limited to: .1 a detailed arms-length visual inspection; .2 non-destructive testing (NDT) of steel truss members, cover plates, pin hanger and hinged seat connections; .3 inspection and testing of locations at risk of constraint induced fracture or fatigue failures on a select number of structures; and .4 reporting the findings/ results of the visual inspection and nondestructive testing (NDT) This is a Request for Proposal and not an Invitation to Tender. Alberta Transportation reserves the right to: a) Request clarification from the Contractor on a proposal at any time during the evaluation process. b) Accept a proposal without negotiation. c) Reject a proposal without negotiation d) Negotiate changes in the Technical or Financial content of the successful proposal. Selection of the Consultant will be based on the best overall value to Alberta Transportation and not necessarily the lowest cost estimate.
