RELATIONSHIP BETWEEN SECTIONS L AND M. Your attention is directed to the functional relationship between Sections L and M of this solicitation. Section L provides information for the purpose of organizing the proposal and is not intended to be all-inclusive. Section M describes basis for contract award. MAGNITUDE OF CONSTRUCTION The disclosure of magnitude for this project is between $1,200,000 and $1,800,000. LIMITATIONS ON SUBCONTRACTING (FAR 52.219-14) A. The prime contractor will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% percent subcontract amount that cannot be exceeded. The prime Contractor shall submit a monthly written report to the CO demonstrating that it has performed the required percentage of costs. Provide and illustrate the calculation for work to be performed by the prime and similarly situated entities as opposed to the subcontractors that are not similarly situated. Page 58 of 66 B. Definition - "Similarly situated entity" means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside or sole source award under the HUBZone Program. Funds are not currently available for this solicitation. If funds become available and award is made prior to 30 September 2022, then work shall begin before 1 January 2023. 2. Fill in and complete blocks 14 through 20c in Section A. 3. Complete Section B - Supplies or Services and Prices. 4. Complete Section K - Representations, Certifications and Other Statements of Offerors and return it with an offer. 5. See clause 52.204-8 in Section K for submission of annual representations and certifications. 6. See Section L - Instructions, Conditions, and Notices to Bidders for details. 7. See clause 52.211-10 for information applicable to the 225 calendar days in Block 11. 8. See clause 52.236-27 in Section L for the scheduled site visit information and important information about submitting an Entry Authority List. 9. Small Business Size Standard: NAICS: 236220 Dollars: $39.5 Million. 10. Sections K, L, and M will be physically removed upon resultant award and incorporated into the contract by reference. 11. Certified Bid Bonds with corporate seal are required in office at the time the proposal is due. 12. Notice to offerors, this requirement is a small business set-aside. Only small businesses will be considered. As prescribed in 36.523 , insert a provision substantially the same as the following: Site Visit (Construction) (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. Alternate I (Feb1995). If an organized site visit will be conducted, substitute a paragraph substantially the same as the following for paragraph (b) of the basic provision: (b) An organized site visit has been scheduled forKirtland AFB Site Visit - 12 May 2022 at 1:00PM MD Laughlin AFB Sit Visit - 17 May 2022 at 10:00AM CST (c) Participants will meet atKirtland AFB Site Visit - Gibson Blvd SE, Albuquerque, NM 87116 Laughlin AFB Site Visit - Ss 317 N, Laughlin AFB, Texas 78843 There will be two separate Site Visits on two separate dates, which are 12 May 2022 and 17 May 2022. If you plan on attending, please notify the below contacts which Site Visits your firm plans on attending. To obtain entry for the site visit the contractor shall submit the attached Entry Authority List (EAL) by 4:00PM CST 9 May 2022. This form contains Personally Identifiable Information (PII) and shall be encrypted and submitted through the DoD SAFE; the passphrase will be sent by separate email. To request a drop-off from the DoD SAFE, email Rebecca Pelayo Ruelas at rebecca.pelayo_ruelas@us.af.mil. During the site visit no questions will be answered. Any questions or any other type of Request for Information (RFIs) that arise before or after the site visit must be submitted no later than 5 days after the site visit was held. All questions received by due date will be answered accordingly and all answers will be available through Beta.sam.gov. RFIs or any other question submitted after 5 days will not be answered unless the Contracting Officer determines it to be in the Government's best interest. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
