Concrete Header Curb, 0" to 6" Reveal 5 LF Plans, Specifications and forms of bid for the proposed work prepared by the Alaimo Group, Municipal Engineer, have been filed in the office of said ENGINEER, at 2 Market Street, Paterson, New Jersey, and may be inspected by prospective bidders during the regular business hours. Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Borough of Elmwood Park, and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of the Borough of Elmwood Park for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturday, Sundays and Holidays excepted. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, Affirmative Action Regulations. This contract is subject to U. S. Department of Housing and Urban Development, Community Development Block Grant Program Regulations, and Federal Labor Standards Provisions. Notice Is Hereby Given This Is a Section 3 Project of the Housing and Urban Development Act of 1968, and, to the Greatest Extent Feasible, Opportunities for Training and Employment Must Be Given to Low and Moderate Income Persons Residing Within the Project Area; and the Project Must Utilize Businesses Located in or Owned in Substantial Part by Persons Residing Within the Project Area. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Borough of Woodland Park is the lowest responsible bidder and to waive such informalities as may be permitted by law.
