Site work and paving for a sidewalk / parking lot in Melbourne, Florida. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

DESCRIPTION OF WORK The scope of work includes installation of a mid-block crosswalk on University Boulevard at Grant Street, including ADA-compliant curb ramps, Type F curb and gutter, Type D curb, raised crosswalk with channel gutter, 10-foot and 6-foot wide concrete sidewalks and driveways installations, sidewalk removal, raised speed tables, milling and resurfacing, installation of owner-purchased solar powered Rectangular Rapid Flashing Beacon (RRFB),patterned pavement for crosswalks, sod, signage, striping and reflective pavement markings. Drainage improvements include installation of a Type E drainage inlet, drainage pipe and storm drain manhole adjustment. Utility relocations may be required. Recommendation of Award June 5, 2024 Contract Award June 11, 2024 Pre-Construction Meeting June 28, 2024 This project is funded by state or federal funds. The Contractor shall not subcontract more than 50% of the work based on the total contract price. Applicant may not utilize subcontractors for the role of project manager. The successful bidder must be able to show a past history of successfully completed crosswalk projects within the past five (5) years that are compliant with the applicable permits and standards. Contractor, or its sub-contractor(s), shall possess and maintain during the term of this Agreement one of the following licenses and/or certifications: 1. Florida Registered or Certified General Contractor 2. Florida Registered or Certified Underground Utilities Contractor All questions about the meaning or intent of this Invitation to Bid must be submitted in writing at least fourteen (14) calendar days prior to bid due date. All questions must be directed to the City of Melbourne, 900 E. Strawbridge Avenue, Melbourne, FL 32901, Attention: Kacie Black, Engineering Department, or kacie.black@mlbfl.org. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect and shall not be relied upon by Bidders in submitting their bids. Bids must be accompanied by a cashiers check or bid bond in an amount not less than five percent of the bid. Bid bonds shall be countersigned by an agent having an established place of business in the State of Florida. No bid may be withdrawn for a period of 55 days after scheduled closing time for receipt of bids. Bidders must include one original and one copy of their submitted bid. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Minority and female owned businesses are encouraged to apply. The City of Melbourne is an equal opportunity employer. Federal Labor Standard Provisions. Davis-Bacon and related labor requirements apply to this project. As such, wage rates will be in accordance with the prevailing wage scale and provisions of the Davis-Bacon Act. The Contractor shall comply with the City of Melbourne Code pertaining to Hometown Labor Law relating to all bidding requirements and contract awards of $100,000.00 or greater, that are completely funded by the City. Project Sign. The contractor shall furnish and erect a sign at the project site. Reporting Requirements. The contractor shall comply with the reporting requirements associated with this project as follows: Section 3 . The contractor will comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u), and implementing regulations at 24 CFR Part 135. The City of Melbourne, Florida, reserves the right to reject any and all bids, and to waive technicalities and informalities.
