The City of Williamsport is putting out this solicitation for interested proposers to perform relief well testing for seepage relief wells in Williamsport's Levee system. The Consultant will review available existing well construction information and will reconnoiter the relief well areas. The Consultant will sound the depths of each of the 26 wells with a weighted tape, before and after sediment removal operations are performed, for evaluation of the depth of sediment in each well. Consultant will mobilize equipment and personnel to the site for performance of evacuation of sediments from the bottom of up to 26 wells. It is assumed that well locations are accessible to equipment, personnel and a pick-up truck used to transport equipment. Consultant will remove sediment by forced air via an air compressor and associated tubing/appurtenances lowered into the well. Consultant will perform sediment removal operations via air-lifting at each well location for up to 1.5 hours per location on average. It is possible that it will not be feasible to remove all or some portion of sediment in some wells, e.g., in cases where there is insufficient water column in the well, there is excessive sediment intrusion into the well due to broken casing or improperly sized screen openings, large cobbles are present, etc. It is assumed that water and sediment removed from the wells can be discharged directly to the ground surface and remain at or adjacent to the wellhead, that the wells are truck-accessible without clearing or improvements and that the Consultant can enter the site at the most convenient location. Total anticipated cost for services Qualifications of the proposer to perform their work, including past relevant experience Teaming of multiple companies is permissible. The City is Requesting a Full Scope of Services from interested proposers, along with any legal agreements/details required for a successful, executable contract between the proposer and the City.
