All personnel attending the pre-bid conference or bid opening shall observe all New York State safety
protocols related to the COVID-19 pandemic. All bidding questions or Requests for Information must be submitted by 5:00pm on May 19, 2022.
This project received funding through the New York State Lake Ontario Resiliency and Economic
Development Initiative (REDI). The New York State Environmental Facilities Corporation (NYS EFC)
and the Village of Webster encourage contractors and subcontractors to:1. Make good faith efforts to promote and assist the participation of Minority- and Women-
Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Business
Enterprises (SDVOB) in the performance of the work. A listing of NYS certified MWBEs and
SDVOBs may respectively be found. 2. Comply with the provisions of NYS Executive Law Ar
ticle 17-B and 9 NYCRR Part 252
regarding SDVOB opportunities and participation.
3. Undertake or continue existing Equal Employment Opportunity (EEO) programs to ensure
minority group members and women are afforded equal employment opportunities without

The Village of Webster is exempt under New York State Tax law, and therefore, no sales tax on the
cost of materials incorporated into the project shall be included in the bid. The Village of Webster reserves the right to consider bids for forty-five (45) days after the receipt
before awarding any contract. The right is reserved, as the interest of the Owner may require, to
reject any or all bids, to waive any informality in bids received, to reject any items of any bid, to
Village of Webster.
