**As of June 30, 2022, this project has not yet been awarded. A timeline for award has not yet been established.** The Work of the Project generally consists of furnishing all labor, tools, materials, and equipment required to remove all aeration and diffuser equipment, including all associated appurtenances, in the Village of Lowville wastewater treatment plant and install new aeration and diffuser equipment in place. Please note that the Village of Lowville has standardized on Parkson equipment and therefore will not accept alternatives to the materials specified in these Contract Documents. The project was first advertised for bid on May 10th, 2021, with bids being received on June 10th, 2021. Contract #1 - General Construction has been awarded to North Country Contactors, LLC. Contract #2 - Electrical Construction has been awarded to SC Spencer Electric, Inc. The project was again advertised for bid on August 16, 2021 with bids received on September 8th , 2021. Contract #1A - Lagoon Construction has been awarded to American Process Group, Inc. Contract #3 - Mechanical Construction has been awarded to Empire Northeast, Inc. Bids will not be received for these four contracts.This project is receiving funding from the New York State Environmental Facilities Corporation (EFC) and New York State Empire State Development (ESD). ESD requirements for this project are being waive. EFC requires a total MWBE participation of 23% for contractors and subcontractors working on the project. It is strongly recommended that all bidders familiarize themselves with this and the EFC requirements and goals in the EFC bid packet attached. It is strongly recommended that all Bidders visit the site and thoroughly familiarize themselves with the conditions of the work. Questions regarding the project must be submitted in writing to the ENGINEER and will be accepted until one week before the bid opening.A certified check or bank draft, payable to the OWNER, U.S. Government Bonds, or a satisfactory bid bond executed by the bidder or acceptable Sureties in an amount equal to five percent (5%) of the bid shall be submitted with each bid.The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds.The OWNER reserves the right to reject any and all bids, and to waive any informalities in the bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the OWNER.The General Municipal Law of the State of New York requires that bidders certify, under penalty of perjury, that bids have been prepared without collusion with other bidders, subcontractors, suppliers, etc. This certification is included within the Bid Form
