This Request for Proposals (the "RFP") is for Tupper Drive Sewer Relining - Phase I, as further described in Section A of the RFP Particulars (Appendix D) (the "Deliverables"). The Tupper Drive Trunk Sewer begins on Richmond Street in Thorold where the Confederation Heights Sewage Pumping Station discharges. The trunk sewer continues under Highway 58 and then follows Tupper Drive until it crosses St. David's Road and onto Barbican Drive in St. Catharines. Flows from this sewer are received at the Renown Road Sewage Pumping Station, and ultimately discharges to the Port Dalhousie Wastewater Treatment Plant. Through Closed Circuit TV (CCTV) inspections, approximately 1,763 m of 750 mm concrete sewers and manholes on the Tupper Drive Trunk Sewer were identified as having significant levels of Microbial Induced Corrosion (MIC), commonly known as H2S corrosion. In September 2016, Niagara Region further assessed the structural condition of the sewers as part of the Region Wide Sewer and Manhole Evaluation Study. As a result twenty-four pipe sections and twenty-five manholes on the Tupper Drive Trunk Sewer were determined to require remedial work. This project will consist of CIPP lining of approximately 550m of 750 mm concrete sewer and six manholes. Another 190m of 750mm concrete sewer, consisting of two sewer segments and two manholes are provisional and will be completed based on availability of funds. Once the work is commenced, it shall proceed continuously to completion, with all work is estimated to be substantially completed no later than November 1, 2023; with full completion, including landscape restoration, no later than December 15, 2023.
