Remodeling of a mixed-use development in Fairmont, West Virginia. Conceptual plans call for the remodel of a educational facility.

Fairmont State University is seeking Architectural & Engineering Services for three health related projects on the University's Locust Avenue main campus. There has been an increased demand for nursing graduates, and physical and mental health services following the onset of the COVID-19 pandemic. The successful A&E firms will hold several stakeholder meetings and assist with creating a programming document for each project. The A&E will present to the University leadership for approval. Submission of 1-3 conceptual design layouts for each project will be required for the University to select the best layout function for approval. A&E will prepare a complete set of biddable construction documents and specifications for each project with a minimum of three (3) professional renders (1 per project). The Bid Process and Construction Management will NOT be included in this contract Fairmont State University is seeking responses to an Expression of Interest from qualified Vendors capable of performing Architectural/Engineering Services. In general the services will include: o Program Development o Renderings and Estimated Project Costs o Design Services o Bidding o Construction Administration o Post-Contract Services This expression of interest (EOI) is issued to solicit competitive proposals for a professional to provide the services described herein. Fairmont State anticipates the services will commence upon acceptance of this proposal. Fairmont State University founded in 1865, provides college education in North Central West Virginia. We currently serve 3700 students and offer more than 90 baccalaureate degrees and graduate programs in business, criminal justice, education, and human services. Our University is located in the friendly city of Fairmont (pop. 20,000) in North Central West Virginia. During the open proposal solicitation process Proposers shall direct all questions to the Contracting Officer, Lenora Montgomery: via email at: Lenora.Montgomery@fairmontstate.edu. The cut-off date for questions will be May 12, 2022 by 4:00 pm Eastern Time. Please note in the subject line the EOI number (EOI-429) assigned by Fairmont State University identifying this solicitation. All proposals shall remain in effect for a minimum period of one hundred twenty (120) calendar days from the proposal opening date. Proposals may not be canceled, altered, or withdrawn, except as otherwise provided herein. BID BOND: All Vendors shall furnish a bid bond in the amount of five percent (5%) of the total amount of the bid protecting the State of West Virginia. The bid bond must be submitted with the bid. PERFORMANCE BOND: The apparent successful Vendor shall provide a performance bond in the amount of 100% of the Contract value. The performance bond must be issued and delivered to the Facilities Business Office prior to Contract award. LABOR/MATERIAL PAYMENT BOND: The apparent successful Vendor shall provide a labor/material payment bond in the amount of 100% of the Contract value. The labor/material payment bond must be issued and delivered to the Facilities Business Office prior to Contract award. MAINTENANCE BOND: The apparent successful Vendor shall provide a two (2) year maintenance bond covering the roofing system. The maintenance bond must be issued and delivered to the Facilities Business Office prior to Contract award. Fairmont State may accept or reject any bid in whole, or in part. Vendor's signature on its bid signifies acceptance of the terms and conditions contained in the Solicitation and Vendor agrees to be bound by the terms of the Contract, as reflected in the Purchase Order, upon receipt. The method of contractor selection has not been determined at this time.
