This Request for Proposals (the "RFP") is an invitation by the City of Kingston (the "City") to prospective proponents to submit proposals for Master Planning Services, as further described in Part 2 of the RFP Particulars (the "Work"). The Corporation of the City of Kingston ('the City') is advancing its planning to further develop two (2) Works Yards at 1) 2601 - 2611 Creekford Road (City West Yard), and 2) at its City Central Yard at Division Street from Railway Street to Kirkpatrick Street. The purpose of this Master Planning effort is to support the needs planning for these City-owned works campuses, complete with preliminary site planning options to accommodate future needs. The Master Planning efforts here are also being undertaken to ensure any new uses of the lands is compatible with existing City uses and those that serve a broader public interest. This Request for Proposals (RFP) is seeking the involvement of qualified planning firms ('the Proponent') to undertake the aforementioned Master Plans for both sites, to be completed concurrently this Summer/ Fall. The Work also includes the execution of project management services to include the coordination of the consulting team responsible for delivering technical studies as required, as well as the advancement of any required Planning Act application through the technical review processes if selected for advancement. The general requirements for responses to this RFP are generally described in this document, but a specific Action Plan to meet the City's planning needs, as well as the identification of specific studies needed, or efforts to provide any deliverables recommended to meet the goals of this work are to be proposed by the Proponent with their submission Question Deadline 06/01/2022 04:00:00 PM ET The method of contractor selection has not been determined at this time.
