Job No. P-92-029-22/D-92-012-19, IL 92 from 115th St (W) in Andalusia to 0.4 Mi. E. of IL 92 (N), Phase I and II Engineering Services, Rock Island County, Region Two/District Two. This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 2, 2022, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase I and II engineering services are required for the preparation of a project report (anticipated to be a categorical exclusion) and Phase II contract plans for the improvements on IL 92 from approximately 115th St (W) in Andalusia to 0.4 mil E of IL 92 (N), about 6 miles in length. The proposed improvement includes the removal, replacement and/or extension of over 20 culverts, hydraulic surveys and analyses, minor intersection improvements, add paved shoulders to accommodate bicycles per Complete Streets Policy, storm sewer, guardrail improvements, ditching and associated foreslope work, proposed ROW documents, identify utility conflicts and possible relocations and S.U.E. survey work, coordination with resource agencies and preparation of cost estimates. It is anticipated that a public involvement meeting may be necessary, and it could be Virtual or In-Person. This portion of IL 92 will be resurfaced prior to this project being completing due to the existing condition of the roadway. The department will provide copies of these plans showing the improvements to the Consultant. The estimated construction cost for this project is $8,000,000. The completion date for the Phase I work will be 24 months after authorization to proceed. A planned Supplement for Phase II will be done near the completion of Phase I. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Rehabilitation) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The firm acting as the prime must be prequalified in all the prequalification categories requested in the project advertisement even if they plan to subcontract part of the project, except where noted in a specific project advertisement. Any work being done by a consultant, prime or sub must be prequalified in the IDOT prequalification category of work they are performing.
