JCPRD expects that "on-call" services will have an initial verbal response to a specific work request within twenty-four (24) hours. Scopes of individual projects, deliverables, schedule and associated fees will be developed and agreed upon prior to the commencement of work requests under this contract. Some work performed under this contract may be of an emergency nature. Please include an emergency response plan and approach for dealing with these types of emergency service needs. To ensure open and fair competition for all potential bidders, ALL questions and contact concerning this RFP shall be directed to the Purchasing Administrator, or designee identified on page 1 of this document. We encourage you to submit questions up until the cutoff date and time by selecting 'Ask Question' on the solicitation event at: portal Bidder should make NO CONTACT, either written or verbal, with the JCPRD Board of Commissioners, JCPRD legal counsel, department personnel, consultants, or other county boards beginning with the issuance of this document through approval of award. JCPRD reserves the right to request written clarification of any portion of the bidder's response in order to verify the intent of the bidder. The bidder is cautioned, however, that bidder response shall be subject to acceptance without further clarification. JCPRD reserves the right to award by item, groups of items, or on all or none basis; and reserves the right to reject any or all proposals in part, or in its entirety, to waive any minor technicality or irregularities of proposals received.
