The bid will not be reissued at this stage. The Town of Stratford (Town) on behalf of its Board of Education (BOE) is seeking competitive bids from qualified contractors with proven industry experience, to provide labor, materials, tools, equipment, and all else necessary, to furnish and install playground swings and surfacing per the scope of work. Awarded contractor will be responsible for removal and proper disposal of existing equipment. Attention is called to the fact that this program is being funded through the Federal Community Development Block Grant Program and, as such, not less than the minimum salaries and wages, as set forth in the Bid Documents, must be paid on this project. Please note that the project is subject to Federal prevailing wage rates and all applicable requirements. All bidders must certify that they are eligible to bid on the project, and that they are not excluded from Federal Procurement or NonProcurement Programs. Provide labor, materials, tools, equipment, and all else necessary, to furnish and install playground equipment and surfacing at Franklin Elementary School. Awarded contractor must be certified installer for all manufacturer equipment and components. Installation of all new equipment, material and components shall include all required structural support and mounting necessary for complete and safe operation of the playground system. Engineered specifications for all equipment and components must be submitted by Bidder for approval by Town. Proposed price shall include all equipment, mobilization, surfacing, subbase, drainage, staging, installation, set-up and delivery of equipment, including disposal of all surplus items and material. The BID BOND furnished, as bid security, must be duly executed by the bidder as principal. It must be in the amount equal to five percent (5%) of the total estimated bid, as guarantee that, in case the contract is awarded to the bidder, the bidder will, within ten days thereafter, execute such contract and furnish a Performance Bond and Payment Bond. The successful bidder, within seven (7) business days after notification of award, will be required to furnish Performance and Labor and Material Bond provided by a company authorized to issue such bonds in the State of Connecticut, or Certified Check or properly executed Irrevocable Letter of Credit equal to a hundred per cent (100%) of the award. If the CONTRACTOR fails to complete the work within the time specified in the contract, or any extension, as specified in the clause entitled Default of this contract, the CONTRACTOR shall pay to the SUBRECIPIENT as liquidated damages, the sum of $ [Contracting Officer insert amount] for each day of delay. If different completion dates are specified in the contract for separate parts or stages of the work, the amount of liquidated damages shall be assessed on those parts or stages, which are delayed. To the extent that the CONTRACTOR's delay or nonperformance is excused under another clause in this contract, liquidated damages shall not be due the SUBRECIPIENT. The CONTRACTOR remains liable for damages caused other than by delay. The Owner, or its designated representative, reserves the right to reject any proposal in whole or in part offering equipment and/or materials and/or construction proposals, which in his/her opinion does not meet the quality standards desired. Such decision will be considered final and not subject to further recourse. After review of all factors, terms and conditions, including price, the town of stratford reserves the right to reject any and all bids, or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the town of stratford.
