This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO reimbursements will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents Will Not be notified of the results of the evaluation. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The type of set-aside decisions to be issued will depend upon the responses to this sources sought synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Historically Black Colleges and Universities/Minority Institutions (HBCU/MI), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Economically Disadvantage Woman Owned Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The United States Army Corps of Engineers (USACE), San Francisco District plans to procure A-E Services for Civil Works Feasibility Studies and Environmental Studies in accordance with Public Law 92-582 (Brooks Act), FAR 36.6 and the Engineering Pamphlet (EP) 715-1-7. Services required for the Civil Works Feasibility Studies and Environmental Studies IDC/IDIQ include by not limited to: Preparation of feasibility study reports or other feasibility/concept-level design documentation and alternative for USACE water resources projects, ecosystem restoration, flood control and damage reduction, navigation, coastal, and shoreline protection, watershed planning and all infrastructure planning studies (including environmental). Environmental services: participate in alternatives development focusing on natural and nature-based features and process-based landscape scale interventions (i.e., Engineering with Nature),; conducting and preparing supporting documentation (including written and mapping/GIS) for Biological Surveys and Biological Assessments (related to Section 7 Consultation as part of the Endangered Species Act), and Coordinating Fish and Wildlife Service Planning Aid Letters and Coordination Act Reports (including NMFS). In addition, preparing Habitat restoration analysis, evaluating hazardous, toxic, radiological waste (HTRW) site clearance phase I analyses for civil works projects. Performing sediment suitability sampling in maritime environments including suitable vessels equipped to take grab samples and coring. Testing for Tier II and Tier III analytics and related reporting that addresses local State Agency requirements and compliance for disposal of dredged sedimentation for navigation and similar projects. The analyses reports are used to identify opportunities for beneficial reuse of sediment. For projects it can be required to perform air quality analyses related to the Clean Air Act (e.g. General Conformity Applicability Analysis, preparing material for and obtaining Water Quality Certifications for individual projects or for suites of projects as required by Section 401 of the Clean Water Act, for Section 404 of the Clean Water Act (e.g. 404(b)(1) Analysis) and for obtaining other permits, approvals, such as Coastal Zone Management Act (CZMA) Consistency Determinations; Marine Protection, Research and Sanctuaries Act (MPRSA); Magnuson-Stevens Fishery Conservation and Management Act; Rivers and Harbors Act; and applicable state, regional and local laws. Some Planning and other Engineering services can require: Pre- and post-project hydrographic surveys (e.g., dredging, and calculating volumes of dredged material), developing Dredged Material Placement Plans for projects or suites of projects, preparing Spatial data analysis using geographic information systems (GIS) using ESRI or other industry standard GIS software and Computer-Aided Design and Drafting (CADD) using MicroStation or other industry standard CADD tools (includes generating Aerial Photography, Topographic/ Bathymetric Surveying and Mapping, database development, preparation of contract drawings and specifications CADD Drafting), performing geological, geomorphic, and geotechnical analyses, performing hydrologic and hydraulic analyses, designing nature-based measures (e.g., beneficial-reuse of dredged materials, horizontal levees, levee setback and floodplain restoration, living breakwaters, etc.), structural measures (e.g., levees, channel modification, detention basins, pump stations, etc.) and non-structural measures (e.g., flood proofing, raising in place, etc.); preparing plans, specifications and a cost estimate (using MCACES MII) required for the procurement of a construction contract. Engineering and design services to include civil, hydrologic, hydraulic, environmental, structural, geotechnical, geomorphology, mechanical and electrical. Assessments and Studies : flood risk management studies conduct historical watershed assessments (using historical landscape data to understand the watershed context); land use inventory data collection and modeling flood damages using USACE approved models such as Hydrologic Engineering Center Flood Damage Analysis (HEC-FDA) model, HEC- Flood Impact Analysis (HEC-FIA) model, related engineering and technical appendices; preparing visuals and graphics to communicate complex ideas and enhance communication; mapping. The A-E firm(s) will act as an independent contractor and not as an agent of the U.S. Government and shall in accordance with the terms and conditions of the contract furnish all labor and supervisory management required for the performance of the work that will be described in separately issued task order scopes of work (SOW). The services can be used for projects within the US Army Corps of Engineers South Pacific Division boundaries, to include the states of CA, NV, UT, AZ, and NM, and portions of OR, ID, CO, and WY. The Government will not provide any direct supervision of A-E employees. The contract(s) will include a base period, not-to-exceed (NTE) three (3) year and one (1) option period NTE two (2) years, for a total contract performance period NTE five (5) years. The total combined contract capacity for all contracts will not exceed an estimated $24,000,000.00. The North American Industry Classification System (NAICS) code is 541330 Engineering Services, which has a U. S. Small Business Administration Table of Small Business Size Standards of $16,500,000.00. The Standard Industrial Code (SIC) is 8711--Engineering Services. The Product and Service Code (PSC) is C219, Architect and Engineering- General: Other. Anticipated solicitation issuance dates are May or June 2022. The official Synopsis citing the solicitation number will be issued on sam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. SUMBISSION REQUIREMENTS FOR SOURCES SOUGHT: Interested statements shall be limited to five pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and email address. 2. CAGE Code and DUNS Number. 3. Firm's statement of capability to perform a contract of this magnitude and complexity (include firm's capability to execute A-E services with a similar scope, comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of the project). Provide at least 3 examples. SF330s SHALL NOT be submitted in response to this sources sought announcement. 4. Firm's Business Size- Large or Small business. If small business, specific category (HUBZone, 8(a), Service Disabled, Veteran Owned, Women Owned, etc.) 5. Firm's Joint Venture (existing), including Mentor Proteges and teaming arrangement information is acceptable. Submission of interest to this sources sought announcement is not a prerequisite to any potential future offerings, but participation will assist the San Francisco District in identifying sources with required capabilities. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this announcement.
