The Town of Wayland is requesting proposals from qualified equipment vendors to furnish replacement immersed membrane microfiltration system where aerated wastewater flows over a weir into the membrane basin in which the submerged flat plate type membrane microfiltration system draws water through the membranes by means of a low-pressure vacuum. Proposals shall include the Membrane Module Frame, Membrane Cartridge, Front Panel, Panel Fixing Plate, Manifold, Manifold Band, Supporting Beam, Supporting Rubber, Positioning Guide, and Nut Angle. Non-price Proposals will be opened and evaluated by the review committee at the time they are due. A notice of intent to award will be issued within 60 days of bid opening. The agreement for the Immersed Membrane Microfiltration System will be transferred to a general contractor within 120 days of bid opening for construction. A register of proposers will be made public during the evaluation process. Once proposals are evaluated, the evaluations shall be submitted to the Chief Procurement Officer, who shall open price proposals and award an Agreement, if at all, to the responsive and responsible vendor whose proposal is deemed the most advantageous, taking into consideration price and the evaluation criteria included in the RFP. The successful vendor shall furnish the equipment and services necessary to meet the requirements of the RFP
