Proposals shall be on the forms required, sealed and clearly marked on the outside, UNION COUNTY INDUSTRIAL RAILROAD STATE ROUTE 15 GRADE CROSSING REPLACEMENT PROJECT, and submitted at the Union County Industrial Railroad Office, 356 Priestley Av-enue, Northumberland, PA 17857. Proposals that are faxed or emailed to the Union County Industrial Railroad Office cannot be accepted. The UCIR State Route 15 Grade Crossing Replacement Project includes removal of the existing track and grade crossing surface materials, installa-tion of new heavy duty precast concrete tub surface and new rail approxi-mately 180' in length, and approach roadway paving to tie to the new cross-ing and improve the roadway and track profiles. The work will be performed during a single one-week closure of the track. The work will be phased to maintain one lane of vehicular traffic in each direction at all times. Bids shall be on a unit price basis as indicated in the Bid Form. The Contract Documents may be examined at the following locations: 1. Union County Industrial Railroad Office - by appointment (570-473-7949). The date that the Bidding Documents are trans-mitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be re-sponsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Prospective bidders shall park at the cul-de-sac the west end of Reitz Avenue, Winfield, PA 17889. Coordinates are 40 54' 37.31"N; 76 51' 09.89"W. Only contractors that attend this meet-ing may bid as a Prime Contractor. Sub-contractors and suppliers do not need to attend this meeting. A certified check or bank draft, payable to the order of Union County Indus-trial Railroad or negotiable U.S. The Bidder shall include the fuly completed Non-Collusion Affidavit with the bid. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsy vania, or any applicable municipal ordinances. All contractors and subcontractors shall comply with the Public Works Em- ployment Verification Act. The Act requires the contractor to verify employ- ment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded contract for this project. The contract documents contain information re-garding the Act. The Owner shall award the contract to the lowest responsible bidder or shall reject all bids within 60 days of the date of the bid opening, and no bidder may withdraw his/her bid before the expiration of such 60-day peri- od; PROVIDED, however, that if the award of the contract is delayed by a required approval of another government agency, the sale of bonds or the award of the grant or grants, the Owner shall reject all bids or award the contract to the lowest responsible bidder within 120 days of the date of the BID opening, and no bidder may withdraw his/her bid before the expiration of such 120-day period. Thirty (30) day extensions of the date for the award of the contract may be made by the mutual written consent of the Owner and the lowest responsible bidder. Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their Bid a Qualifications Statement for prime contractor and all subcontractors. Addenda, if any, will be issued to only those persons whose names and ad- dresses are on record with Stiffler, Associates, Inc. as having obtained the Contract Documents. Union County Industrial Railroad reserves the right to reject any or all bids or to waive informalities in the bidding.
