The work involves the installation of a mechanical screening device, electrical work pre-cast concrete tank, sanitary sewer line replacement and other miscellaneous work. Each Bid shall be accompanied by a Certified Bank Check or Bid Bond, in the required form as stated in the Project Manual, in an amount not less than ten percent (10%) of the Bid Total, made in favor of "Neshannock Creek Watershed Joint Municipal Authority". No Bid will be considered unless it is so guaranteed. Facsimiles and copies will not be accepted and will provide cause for the Bid to be rejected. The Authority reserves the right, at its option, to waive any informalities, defects, errors or omissions in any or all Bids and to reject any or all Bids. The Authority reserves the right, at its option, to change the contract documents, at any time prior to the bid deadline. The Authority will accept only bonds written by Surety Companies on the U.S. Treasury Department Annual List of Surety Companies. Limits for those companies appearing on the U.S. Treasury Department List cannot be exceeded. Bids may not be withdrawn after the time set for bid opening. In selecting the successful bidder, the lowest responsible bidder may not be the bidder submitting the lowest dollar amount bid. The Authority may consider the quality of services provided, responsiveness and past performance of the bidders in determining the lowest responsible bidder. The attention of Bidders is called to the Federal, State and County equal opportunity requirements, which are applicable under this Contract. All bids shall be submitted in accordance with these requirements.
