Renovation of an industrial development in Sturtevant, Wisconsin. Completed plans call for the renovation of a industrial development.

This project is being let using a new single trade bidding and contracting process. When 85% or more of the construction cost of a project could be completed by a Single Trade Contractor (mechanical, electrical, plumbing, or fire protection), the Department may bid and contract all work of that construction project directly to a Single Trade Contractor. The State will enter into a single contract with the lowest, qualified, responsible, certified single trade MEP contractor. Single trade MEP contractors may bid on single trade projects up to their current division of work certification level for that trade. All Work for this project will be awarded to a single trade Mechanical contractor. Bidders shall submit a Single Base Bid for all Work. In general the work consists of replacement of aging Johnson Controls Generation 1 and 2 DDC (Direct Digital Control) controllers with new DDC controllers for major HVAC equipment (air handlers, boilers, etc). Replacement parts for these DDC controllers are obsolete. Also included in the scope is replacing pneumatic damper actuators and pneumatically actuated control valves for the air handlers. Conduit, wiring and panel and field control devices will be reused were possible. Some minor pneumatic controls will remain because of cost and accessibility. Pneumatically actuated smoke dampers will remain and be controlled from the new DDC system. New temperature control air compressors will be provided for several buildings for actuation of the existing smoke dampers. Existing air compressors will be removed as they currently have contaminated existing controls and air tubing with oil. A new Building Automation System front end computer workstation will be furnished by the Agency for access to the new control system. Buildings A, S, V, W, AA, BB and CC are not included in this scope of work as DDC controllers in those buildings are not obsolete or have local pneumatic/electric controls. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements.
