REQUEST FOR QUALIFICATIONS: C DC IDIQ for Facilities Planning and Real Estate Advisory Services ID No: 75D30122D13482 THIS IS A REQUEST FOR QUALIFICATIONS. IT IS NOT A REQUEST FOR PROPOSAL (RFP) AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PAY FOR ANY PROPOSAL PREPARATION COSTS. FOLLOW THE INSTRUCTIONS CONTAINED IN THIS NOTICE FOR RESPONDING TO THIS OPPORTUNITY. The Centers for Disease Control and Prevention (C DC) is seeking one to two qualified Architect-Engineer (A-E) firms (but reserves the right to award just one) to provide nationwide facilities planning and real estate advisory services and international facilities program related work. This future contract is for services of an indefinite quantity during a fixed period of time. Such services may include, but are not limited to, project development studies, disposal studies, financial feasibility studies, special studies, preparation of probable costs for facilities and facilities related projects, Campus and Master Planning, National Environmental Policy Act compliance activities, engineering studies, security assessments, biological lab work at all Bio Safety Levels, MEP work, International Support, e.g., architectural, interior, MEP, fire, laboratory planning, instruction and on-site in-person training as well as global instruction and onsite in-person training and be capable of coordinating multilanguage simultaneous translation services (languages TBD), conduct security assessments in accordance with Overseas Security Policy Board Standards, demonstrated experience working with United States Embassy key personnel, demonstrated experience working with the Department of State's Bureau of Overseas Building Operations, experience traveling internationally including to developing countries. The C DC anticipates making two awards, but reserves the right to award only one, of an indefinite-delivery indefinite-quantity (IDIQ), firm fixed-price A/E contract. Services will be required for a 12-month base period with four 12-month option periods; options to be exercised at the unilateral discretion of the Government. The guaranteed minimum for the base period of performance is $1,000. There are no guarantees associated with any of the option periods. This is a full and open competition. The North American Industrial 2 Classification System (NAICS) code applicable to this requirement is 541330 (Engineering Services). The current size standard for this NAICS code is $16.5 million average annual receipts for the firm's preceding three fiscal years. This requirement will be fulfilled pursuant to Federal Acquisition Regulation (FAR) 36.6 and The Brooks Act. Pursuant to FAR 36.209 and 36.606(c), for any firm(s) receiving award under this requirement, no construction contract may be awarded to the firm (including any of its subsidiaries or affiliates) that designs the corresponding project. Firms shall also be required to provide a plan of action addressing their ability, and their subcontractors' abilities, to meet C DC's COVID-19 campus access requirements. Firms shall also be required to provide a plan of action addressing their ability to manage COVID-19 requirements, as well as other illnesses, on a global scale. Firms should be prepared to discuss their submission and to demonstrate their ability to fulfill the contract requirements. A minimum of three firms will be selected for an interview based upon submissions. After the SF-330 review and interview process, one to two firms will be asked to submit a formal proposal and must be prepared to negotiate overhead, profit, and hourly rates for anticipated disciplines. Firms having the capabilities necessary to perform the A-E services described in this announcement are invited to respond by submitting Parts I and II of the Standard Form 330 (SF-330, Architect-Engineer Qualifications) dated not more than 12 months before the date of this Request for Qualifications. Include a cover letter detailing the firm's name and address (as registered in SAM), Unique Entity Identification #, TAX ID (TIN) #, and the main point of contact for the company throughout the solicitation process. Professional Qualifications (25%) Demonstration of professional experience, designated responsibility, and title of person for each area of expertise. Identification of architects and engineers licensed in the state of Georgia. 3 2. Specialized experience and technical competence (25%) o Project Development Studies o Retention and Disposal Studies o Campus and Master Planning o Demonstration of previous biological lab work at all bio safety levels (BSL, ABSL), aerosolization and imaging lab suites, vivarium. o Global footprint o Providing global training o Creating and providing equipment and materials to US and foreign nationals o Coordinating multi-language simultaneous translation services for on-site in-person training o Bio-safety levels o Experience with US Embassy key personnel o Experience with Department of State's Bureau of Overseas Building Operations o Experience traveling internationally including to developing countries 3. Past performance (25%) Demonstration of past performance on similar contracts with C DC, other government agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules. 4. Organization of proposed team (20%) Demonstration of organizational structure with the ability to successfully manage A-E projects. Demonstration of capacity to complete the A-E projects on schedule and within budget. 5. Location(s) (5%) - Demonstration of presence within a 100-mile radius of the Roybal Campus with the capacity for field investigations within 24-hours of notification. 6. COVID-19 Safety Compliance/Plan (PASS/FAIL) Demonstrate how you, as a Prime Contractor, will comply with the C DC's evolving COVID-19 requirements, e.g., vaccination requirements for campus entry, testing requirements for campus entry, distancing requirements, masking requirements including correct masks to wear and correct procedures in using masks, and ongoing changes as science develops. Demonstrate how your sub-contractors will comply with the above. Include how you determined your sub-contractor's compliance, e.g., talks, emails, etc.... 4 Using the SF-330, submit details (maximum of one page per project) of not more than five significant and/or complex renovation projects completed in the past five years. Identify the lead designer and address the design approach with salient features for each project. Discuss how the client's program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, fax, and email. Submit resumes of key personnel outlining commitment to projects and qualifications and relevant experience as individuals and as a team. Using the SF-330, submit a narrative outline of not more than one page describing the firm's project management planning, coordination, scheduling and production facilities, capabilities and techniques for both design and construction inspection. Using the SF-330, submit a narrative outline (maximum one page) with examples describing the firm's ability to evaluate/develop accurate preliminary project budgets, ability to control project costs during design process, ability to design within funding limitations, methods used to coordinate construction documents, work of various engineering disciplines, and provide general production quality control.
