New Cumberland Borough (Owner) is requesting Bids for the construction of the following Project: New Cumberland Borough CDBG ADA Curb Ramp Improvements - Phase 2 The Project includes the following Work: 1. Base Bid - Installation of curb ramps at seven (7) intersections totaling thirteen (13) curb ramps, including but not limited to, full depth pavement restoration around ramps. 2. Alternate Bid - Installation of curb ramps at three (3) intersections totaling eleven (11) curb ramps, including but not limited to, full depth pavement restoration around ramps. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via online in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply. This project was financed by a grant from the Federal Department of Housing and Urban Development, under the administration of the County of Cumberland and the Redevelopment Authority of the County of Cumberland. This project is funded through the Community Development Block Grant (CDBG) and as such, Bidders are subject to all funding requirements. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
