The GSA is initiating a project to repair areas of corrosion and re-paint the exterior of the north portion. This consists of approximately 2,750 sf of W beam surface area and approximately 200 sf of piping to be re-finished. Offers from other businesses including large business will not be considered. The Government intends to award without discussions but reserves the right to do so. AWARD RESTRICTIONS: This procurement is offered for competition limited to eligible small business concerns which includes all socioeconomic concerns identified in FAR 19. BUY AMERICAN ACT / TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. Per Federal Acquisition Regulation (FAR) 25.401(a)(1), trade agreements (such as NAFTA) do not apply to acquisitions set aside for small businesses. Accordingly, any offeror proposing the use of foreign construction material, other than those articles listed in FAR 25.104, must request an exception to the Buy American Act as described in FAR Part 25.2. Such an exception must then be approved by the Government before the requested material may be used in this construction project. ELIGIBLE OFFERORS: All responsible small businesses including; self-certified small disadvantaged, 8(a), SDVOSB, HUBZone firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management (SAM) in federal solicitations as a part of the proposal submission. Project Background & Project Description The exterior of the penthouse base, railing and piping in the Federal Building have sustained extreme weathering. The GSA is initiating a project to repair areas of corrosion and re-paint the exterior of the north portion. This consists of approximately 2,750 sf of W beam surface area and approximately 200 sf of piping to be re-finished. Project Objectives The contractor shall provide labor, materials, equipment and supervision necessary to perform: 1) The contractor shall prepare the surface for paint by smoothing and scraping any flaking paint. 2) Roof drains shall be covered to prevent debris from entering. 3) All areas are accessible, with a ladder on the roof. 4) The paint shall match existing. The finished painted surfaces shall be smooth and free of runs in the paint finish. 5) Paints and primers shall contain = 50 grams per liter (g/L) VOCs post-tint (SCAQMD) Rule 1113 standard. All materials shall be delivered to the site in original unbroken, packages bearing the manufacturer's name and brand. 6) Surfaces shall be prepared per manufactures recommendations for maximum adhesion of primer and paint. 7) Remove all oxidization, rust, peeling, chipped or loose paint and prime. Sand smooth and feather edges prior to applying primer paint. 8) All painted metal surfaces shall be free of rust prior to application of primer. Contractor shall use methods that are environmentally friendly and capture all debris generated. 9) Provide the GSA with leftover paint for any future touch up.
