Ingham County (County) solicits written proposals from experienced and qualified firms for entering into a contract to provide professional architectural and engineering services for performing an assessment of the Ingham County Youth Center (Center). The assessment will focus on whether renovating the Center or building a new Center is in the best interest of the County Ingham County is the seventh largest county in Michigan and the county seat is in Mason. In 2020, Ingham County government had an annual operating budget of approximately $267 million and 1,227 employees. The organization is comprised of more than 30 departments providing a broad range of services to its citizens from public safety to parks and recreation. Ingham County covers 556 square miles of suburban, urban, and rural areas and has a population of approximately 292,406 residents (2019 U.S. Census). Ingham County is home to State of Michigan government, Michigan State University, General Motors, Sparrow Health System, and Jackson National Life. Built in 1986, the Ingham County Youth Center (Center), a division of the 30th Circuit Court, is responsible for providing temporary custody and care for juveniles in a safe and secure setting. The Center supports a 24-bed unit for juveniles who have violated the law, violated court orders and stipulations of probation, and/or who are waiting court-ordered placement. The Center is 16,500 square feet and is staffed 24/7/365 by a staff of 34. The Center's secure detention program aims to give youth the chance to make positive changes in their lives. Detention is viewed as a time to provide education, psychological, medical/dental, mental health, nutritional, recreational, case management, Rational Behavior Training and other much-needed services. The Center and its programs are a nationally recognized model for juvenile detention. Funding has been secured for the assessment of the Center. The County reserves the right to reject any or all proposals, to waive any informalities or irregularities in proposals, and/or to negotiate separately the terms and conditions of all or any part of the proposals as determined to be in the County's best interests at its sole discretion even though not the lowest cost. The method of contractor selection has not been determined at this time.
