A description of the work to be performed, including all materials and labor necessary for completion of the Project, is as follows: placing a 1 thin lift overlay with tack coat on Skyland Drive from a point just North of the Lake Grant Pavilion to the beginning of the new Upper Skyland Drive road. All work to also include raising all water valve and manhole lids, traffic control, and shouldering of the roads. The successful bidder will manage and coordinate all construction and construction related activities for this project. Bidders are hereby advised the Owner reserves the right to not award a contract until sixty (60) days from the date of the opening of bids, and bidders expressly agree to keep their bids open for the sixty (60) day time period. Owner reserves the right to reject any and all bids, to waive any informality, technicality or irregularity in any bid, to disregard all non-conforming, non-responsive, conditional or alternate bids, to negotiate contract terms with the successful bidder, to require statements or evidence of bidders qualifications, including financial statements, and to accept the proposal that is, in the opinion of the Owner, in its best interest. Owner also reserves the right to extend the bidding period by addendum if it appears in its interest to do so.
