Site work and paving for a mixed-use development in Sumner, Washington. Conceptual plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The City of Sumner is requesting interested consulting firms submit a Statement of Qualifications for development of a Master Plan for the Reuben A. Knoblauch Heritage Park (Heritage Park), final design plans, specifications, and estimate for alley streetscape near Heritage Park between Kincaid Avenue and Alder Avenue, and signpost design for wayfinding signs to be located throughout the city. The work under this phase will include, but is not limited to, public outreach, development of engineering drawings, specifications, and cost estimates. The services are anticipated to commence in Summer 2022. For future phases of the projects, the selected firm could be retained for design, construction contract bid documents and construction support if the city is successful in obtaining grant funding or chooses to move forward with local funds. The City of Sumner reserves the right to amend terms of this "Request for Qualifications" (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, without liability to any interested or responding firm, regardless of how much time and effort consultants have spent on their responses. The City of Sumner reserves the right to retain the services of responsive firm(s) for subsequent phases associated with this project. Prospective consultants will be held to Federal EEO requirements for federally funded projects and to the ADA and Civil Rights language adopted by the City of Sumner. The City of Sumner recently adopted the Sumner Main Street Visioning Plan. That plan identified improvements to Sumner's Main Street including to Heritage Park, the Ryan House, the alleys, and Main Street. Heritage Park: Consistent with the Main Street Visioning Plan, Heritage Park will expand from its current footprint to be approximately 0.75 acres, the full block. Streetscape around Heritage Park is being constructed in 2022/2023, but the park itself has not been recently master planned to truly serve as the heart of the city both during events and every day. Alley Activation: The Main Street Visioning Plan identified a need to upgrade and better utilize the current alleys as multipurpose areas. In addition to their current role for transportation/accessing businesses, they will be developed as gathering spaces for pedestrian walkways, events, and other pop-up uses. Through this project, the alley between Kincaid Avenue and Alder Avenue will be developed to shovel-ready construction plans that also set a broad design for all other alleys. Wayfinding Signs: The city needs to upgrade signs that direct drivers to key areas and public parking. This package also reworks signage for public parking lots to clearly identify them. The city already has a graphic design package for this project. This portion will take graphic design and design the final sign elements (posts, materials, etc.) to prepare this project for a sign shop to construct. The consultant's tasks may include, but are not limited to public outreach, survey, geotechnical work, civil design, lighting design, cultural resources, traffic impact analysis, and ROW acquisition as needed to develop the Master Plan and alley design with potential phasing, including engineering drawings, specifications, cost estimates, preparation of bid-ready construction contract documents and construction management/support. WSDOT standard specifications and Sumner Development Standards serve as the basis for City of Sumner contracts. Project specifications shall be completed in WSDOT format. The Master Plan and alley design may include a community center, stage, playground, plaza, sound system, lawn space, picnic areas, lighting, permanent parking, restroom facilities, walkways, landscaping, and other amenities. Requirements for frontage or other improvements will be determined through the design process and included in the corresponding phases of development. The city desires to include Green Stormwater Infrastructure, utilizing permeable pavements and bioretention to the maximum extent practicable. Any proposal received after the specified date and time may be rejected and not receive any further consideration by the city. The applicant is responsible for confirming and ensuring that digital submittals have been received. Bounced emails or other delivery failure will not justify a late submittal. The method of contractor selection has not been determined at this time.
