Are eligible to bid, bidders having an establishment in Quebec or in a territory covered by an intergovernmental agreement on the liberalization of markets applicable to the municipality within the framework of this call for tenders, namely the Canadian Free Trade Agreement, the 'Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick and the Trade and Cooperation Agreement between Quebec and Ontario.
