STATEMENT OF WORK The Office of International Affairs, Trade, Commerce's (IATC) Seafood Inspection Program walk-in freezer needing service. The walk-in freezer is located at NMFS' IATC Southwest Seafood Inspection Office, 501 West Ocean Blvd., Suite 1200, Long Beach, CA 90802-4213. This freezer unit holds all seafood inspection samples before, during, and after sampling. The freezer is used to store multiple seafood samples from firms located all the way from Texas to California including the Pacific Islands. In addition, this walk-in freezer also stores the sensory samples for the National Seafood Inspection Sensory Program. A properly working walk-in freezer unit is vital for the day-to-day seafood inspection activities. All items need to be brand name or equivalent that will be most compatible with Copeland compressors. The Contractor will need to replace the refrigeration equipment (i.e., condenser and evaporator coil, etc.) and include a Sensaphone installation to monitor and send alarms if freezer temperatures exceed specified limits in the walk-in freezer. The unit was installed in 2005-2006 and has reached the end of normal service. The unit has been serviced for break downs 6 time in the past year. A maintenance/service agreement for a base year and 4 option years be included to ensure uninterrupted service and improved length of service life. Services and/or product required for Replace Refrigeration Condenser and Evaporator Coil and Install Sensaphone temperature alarm: 1. Check in with building engineer during normal business hours. 2. Recover refrigerant and store in approve cylinder. 3. Isolate electrical and remove condensing and evaporator coil. Dispose of off-site. 4. Furnish and install new Bohn evaporator and Russell condensing coil. 5. Provide and install one new solenoid and electronic expansion valve. 6. Reconnect to existing utilities. 7. Purge refrigerant lines of debris. 8. Charge system with new R404a refrigerant. 9. Test for leaks. 10. Start-up unit and test operations. 11. Adjust settings and note any abnormalities. 12. Replace three-sided door gasket. 13. Furnish and install new Sensaphone on wall. 14. Sensaphone to monitor refrigeration box temperatures and send alarms. 15. Provide and install associated control wiring and sensors from Sensaphone the refrigeration unit. 16. Clean up work area and check out with building engineer. 17. Work performed during normal business hours. 18. Provide a Base Year and 4 Option Year maintenance/service agreement to start after installation of new equipment. Regulations/Certificates: The Contractor shall comply with all local, state, and Federal environmental, health, and safety regulations while conducting this work. In addition, the Contractor shall ensure that all work follows the applicable codes and be responsible for all licenses, permits and fees required to complete this project. Contractor must be certified in installation of this specialized equipment. All work contained in this Statement of Work shall be completed in a professional and workmanlike manner, per manufacturers' specifications and requirements and in accordance with industry standards and practices, and in accordance with the latest edition of Local, State and Federal regulations. Disposal: unless specified otherwise by the Government, the Contractor will be required to properly remove and dispose of all old equipment/material in an environmentally friendly manor. Security: Personnel performance work must wear visible identification at all times when physically within Government facilities or premises. Personnel performing work will work primarily on-site. Point of Contact On-site: TBD Place of Performance: NMFS' IATC Southwest Seafood Inspection Office 501 West Ocean Blvd., Suite 1200 Long Beach, CA 90802-4213 Service Contract Labor Standards Act (SCLS): The Contractor shall comply with the current wages of the Service Contract Labor Standards act for Los Angeles County, CA. Period of Performance: Contractor shall provide a fully functional and operational system 60 days from contract award date. Maintenance/Service Agreement to start as soon as installation of new equipment but no later than: Base Year will start after installation with an additional 4 years of maintenance.
