The District reserves the right to reject any and all Proposals. Separate sealed Proposals for the outsourcing of construction activities related to various water and sewer line extensions, valves, hydrants, taps and services to include grinder pump stations and steps units. The Proposals shall include unit pricing for the installation of the various unit items. The contractor is not required to bid on all items. The District will provide all materials in addition to design, permitting and inspection. The contractor shall perform pressure testing and chlorination where appropriate. The accepted contractor(s) shall agree to sign the attached Construction Outsource Agreement and addendum certifying compliance with the S.C. Illegal Immigration Reform Act. Without in anyway limiting a party's liability, or responsibility under the outsource agreement, the Outsource Contractor will, at its sole expense, procure and maintain in effect during the term of this Agreement, with respectable and financially responsible insurance companies the following minimum insurance. Approved contractors shall submit certificates of insurance to the District for the following policies: Comprehensive general liability insurance, including personal injury liability, Blanket contracted liability, and Property damage liability coverage, General Aggregate $1,000,000, Personal injury $1,000,000, each occurrence $500,000, automobile bodily injury and property damage liability insurance covering owned, non-owned, rental, or hired autos. The combined single limit for bodily injury and property damage shall not be less than $500,000, statutory workers compensation and employee liability insurance as required by state law, Professional liability insurance in an amount not less than $100,000. NO BID bond is required for this Proposal. The Outsource Construction agreement will be for (1) one year from date of award. The District will not award the contract to one single contractor. Instead the District will include the approved contractor's on the District's approved Outsource Contractor's list. At such time that work becomes available individual contracts will be awarded to the contractor that has: the qualifications to perform the specific work; the lowest unit item cost overall for the specific project based on the same total of all unit pricing provided in the Proposals; has the ability to perform the work within the time limits established for the specific project. Once a project becomes available the District will notify the qualified contractor with the lowest cost based on the unit pricing from the proposal and give them 5 days to look at the project and either except it or reject it. If the project is rejected the District will notify the next lowest cost, qualified contractor and so on until the project is accepted.
