The Coastal & Heartland National Estuary Partnership (CHNEP) is requesting proposals from qualified firms with expertise in the treatment of exotic invasive plants, and providing and installing native wetland plants. Any person or Bidder who is adversely affected by the City's Solicitation Package contents shall file a written notice of protest with the Procurement Manager within 72 hours after the posting and release of the Solicitation Package by the City. Saturdays, Sundays, and City holidays shall be excluded in the computation of the 72-hour time periods provided by this paragraph. FORMAL WRITTEN PROTEST. The formal written protest shall be filed within 5 business days after the date the notice of protest is filed. The formal written protest shall state with particularity the facts and laws upon which the protest is based. WAIVER OF RIGHTS. Failure to file a notice of protest or failure to file a formal written protest shall constitute a waiver of the vendor's rights to protest the Solicitation Package. Bidders shall address all questions and request clarification for a Solicitation Package to the Purchasing Agent. Questions shall be submitted via email, fax or hard copy and shall be received by the question and clarification deadline stated above and on page 1 in the Solicitation Document (or as may be amended by Addenda). All answers to questions submitted will be published and answered in a manner that all bidder will be able to view. WAIVER OF RIGHTS. Failure to post a question or request for clarification by the established date and time shall constitute a waiver of the Bidderâs rights to protest the Solicitation Package, inclusive of addenda. Bidder must currently hold one of the following licenses/certification to bid: State of Florida Department of Agricultural and Consumer Services (FDACS) commercial pesticide applicators license with natural area weed management and aquatic certifications.
