Site work for a water / sewer project in Louisiana, Missouri. Completed plans call for site work for a water / sewer project.

For FEMA Flood Repairs The Proposal shall be accompanied by a certified or cashiers check drawn on a solvent Missouri bank or trust company made payable to the City of LOUISIANA, MISSOURI, or a Bid Bond issued by a surety licensed to conduct business in the state of Missouri and appearing on the U.S. Treasury Department's most current list Circular 570, as amended, in the amount of not less than five percent 5% of the total bid. The Bid Bond may be retained by the City of LOUISIANA, MISSOURI , as a guaranty that if the Proposal is accepted, the bidder will execute the Contract and file an acceptable Performance Bond and Payment Bond within fifteen 15 days after the award of the Contract. This project will be advertised at least thirty 30 calendar days before the receipt of bids. Bidders on this Work will be required to comply with the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act, as indicated in the Contract Documents. Any Contract or Contracts awarded under this Advertisement to Bid are expected to be financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and Federal Capitalization Grants to Missouri. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement to Bid or any resulting Contract. Procurement will be subject to regulations contained in 40 CFR, Part 33 and Part 31.36e. These regulations are contained in the Contract Documents. The Contractor doing the work must pay for labor at rates not less than those certified pursuant to Section 290.210-.340, RSMo. 1986 by the Missouri Department of Labor and Industrial Relations as indicated by the schedule included in the Contract Documents. The Contractor shall forfeit as a penalty to the City, Ten and 00100 Dollars $10.00 for each workman employed, for each calendar day, or portion thereof, such workman is paid less than the said stipulated rates for any work under said Contract by him or by any subcontractor under him. Section 290.250. The Contractor should take special care to note that the Missouri Excessive Unemployment provision is in effect as noted in the Information for Bidders Section 1.13. The Contractor shall also comply with the document entitled Labor Standards Provision for Federal and Federally Assisted Contracts, U.S. Environmental Protection Agency Form 5720-4 Rev. 5-87, which is included as part of the Contract Documents. ADVERTISEMENT FOR BID Bidders on this work will be required to comply with the Presidents Executive Order No. 11246. The requirements for Bidders and contractors under this order are explained in the Specifications. The award of Contracts on this project shall be predicated upon competitive bidding, with award being made to the lowest responsive, responsible bidder. Said lowest Bidders shall be determined for each Contract by summarizing the applicable low base bids. All manufactured goods or commodities used or supplied in the performance of this work, or any subcontract thereto, shall be manufactured, assembled, or produced in the United States unless obtaining American made products would increase the cost of the Contract by more than ten percent 10%. Each bidder must fully comply with the requirements, terms and conditions of the EPA Region VII Minority Business Enterprise MBE and Women's Business Enterprise WBE requirements. The Bidder commits itself to the affirmative steps for MBEWBE participation contained within the Specifications and all other requirements, terms and conditions of the MBEWBE participation conditions when submitting a properly signed bid. The prospective participants must certify by submittal of EPA form 5700-49 Certification Regarding Debarment, Suspension and Other Responsibility Matters that, to the best of its knowledge and belief, it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from covered transactions by any federal department or agency. Any bidder or equipment supplier whose firm or affiliate is listed on the General Services Administration GSA publication entitled Lists of Parties Excluded from Federal Procurement or Nonprocurement Programs will be prohibited from the bidding process. Anyone submitting a bid who is so listed will be determined to be a nonresponsive bidder in accordance with 40 CFR 31. A contractors SuspensionDebarment Certification will be contained in the specifications; however, this certification should not preclude any interested party from ascertaining whether the certifying firm or person is actually on the list. The MDNR-WPCP will forward a copy of the list to grantees along with the first wage decision applicable to the project, and will maintain a copy of the most current list. To determine a persons andor firms eligibility for award in accordance with the Debarment, Suspension, and Voluntarily Excluded Regulation, 40 CFR 52.500b, contact the grantees authorized representative, or the WPC Financial and Technical Services Section at 573 751-1300. The City of LOUISIANA, MISSOURI reserves the right to reject any and all bids and to waive all informalities in the bids. No bids may be withdrawn for a period of sixty 60 days subsequent to the specified time for receipt of bids.
