The improvement at the garage includes to remove, dispose, and replace four (4) garage doors and 13 double windows with new ones. In addition to these two items, the removal of a concrete chimney is needed and the installation of 150 linear feet of gutters. The improvement at the picnic area includes the installation of a new roofing system for the toilet building, new concrete landings at both entrances of the building, improve the gravel walking pads and rebuild the screen walls. See attachments for more information. C.2 PROJECT LOCATON White Mountain National Forest - Androscoggin Ranger District, Coos County, New Hampshire. The Dolly Copp Campground is located at Pinkham Rd, Martins Location. The Androscoggin Ranger Station is located at 300 Glenn Rd, Gorham, NH 03581. C.3 MAGNITUDE OF CONSTRUCTION PROJECT Estimated magnitude of construction project is between $25,000 and $100,000. I. General 1. The White Mountain National Forest is requesting services to do improvements to the Dolly Copp Campground Garage and a toilet building located at the campground's picnic area. The improvement at the garage includes to remove, dispose, and replace four (4) garage doors and 13 double windows with new ones. In addition to these two items, the removal of a concrete chimney is needed and the installation of 150 linear feet of gutters. At the picnic area, the Forest is looking to install a new roofing system for the toilet building, new concrete landings at both entrances of the building, improve the gravel walking pads and rebuild the screen walls. 2. The work includes mobilization, removal and disposal of existing garage doors, windows, chimney, gutters, wood, shingles, vapor barrier and any damaged roof sheathing. For bidding purposes, assume no more than 5% of total area of roof sheathing to be replaced. 3. The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits (as applicable), coordination with utilities, transportation, and incidentals necessary to complete the work described. The desired outcome is complete installation as described in the scope. The awarded contract shall constitute the entire agreement including all terms and conditions applicable to the contract. Work shall be completed as specified in this contract; and in accordance with applicable federal, state, and local regulations. 4. Dolly Copp Campground is located at Pinkham Rd, Martins Location. The Androscoggin Ranger Station is located at 300 Glenn Rd, Gorham, NH 03581. 5. Government Project Representative: o Contracting Officer's Representative (COR) - Ricardo J Rivera, 603-536-6258, ricardo.rivera@usda.gov 6. Planned starting date will be July 5, 2022, with completion date of December 2, 2022. 7. Contractor shall use and incorporate into finished product, bio-preferred materials and supplies whenever available and practical. Submit to the CO for approval prior to ordering materials, product sheets and manufacturer's information, indicating environmentally preferable content. 8. Contractor shall coordinate with the CO on a staging area location(s). The Contractor shall operate all equipment and store, transport, and handle materials in a manner that will not damage the existing roads, parking lots, and landscaping. 9. Contractor shall confine operations to within the clearing limits designated, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside these limits. Preservation areas and construction limits are shown on the drawings and additionally flagged on the ground prior to activity. 10. Equipment shall be clean and properly maintained. All equipment shall be cleaned and then inspected by the COR prior to mobilization. Leaking or faulty equipment shall be repaired or removed as soon as possible. Refueling, greasing, or servicing of equipment shall be in controlled areas away from surface waters. Fording of streams or rivers with mechanized equipment shall not be allowed. 11. Contractor shall prepare for approval, and adhere to, a Spill Prevention, Control, and Countermeasures Plan suitable to protect environment from the Contractor's operations. Pollutants such as fuels, lubricants, bitumen, sewage, hazardous, or otherwise harmful shall be controlled at the site and prevented from release to the environment. All contaminated soil, vegetation or debris resulting from Contractor's operation shall be immediately contained and within 24 hours shall be removed from site and legally disposed. Control the discharge of non-hazardous wash water through sufficient siltation treatments, such as filters, barriers, or settlements. Dispose of any materials containing hazardous-substances legally off national forest system lands. Potable Water and Toilet Facilities may not be available in this location. The Contractor is responsible for providing temporary sanitation facilities as necessary. 12. Security is the Contractor's responsibility. Areas adjacent to the construction site will be occupied by the public. Limit access to the construction area to persons involved in the work. Provide secure storage for materials that are stored on site. Secure completed work as required to prevent loss and damage. Barricades, warning signs, and lights shall comply with standards and code requirements for erection of structurally adequate barricades. All road warning signs, barricades, and traffic control devices shall conform to MUTCD. Where appropriate and needed, provide lighting, including flashing red or amber warning lights. The Contractor shall barricade and block all access to holes with orange plastic fence, flashing amber lights, or warning signs. Holes or trenches shall not be left open more than 24 hours unless approved by the CO. 13. The Contractor shall have all temporary construction signs and traffic control measures in place prior to beginning work. The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract. Any emergency vehicle shall be allowed immediate reasonable passage. Before shutting down operations for the day, take all necessary precautions to prevent damage to the project, to minimize erosion, and to prevent spills. 14. Contractor shall be responsible for solid waste disposal and personal sanitation. The Contractor shall at all times keep the area in a clean, neat, and orderly condition. Construction related debris including, but not limited to: used motor oil, oil cans, grease cartridges, and refuse, shall be removed promptly from the site and disposed of in a lawful manner off National Forest System lands. Fees for the use of landfills or transfer stations shall be paid for by the Contractor if there is a charge. 15. Contractor shall avoid interference with the operations of other contractors or projects in the area. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
