STLI-312431, Rehabilitate Exterior Systems of Main Immigration Building (GAOA Project), Statue of Liberty National Monument and Ellis Island, New York County, New York a) The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the solicitation. The North American Industrial Classification System (NAICS) code and the associated small business size standard are noted in clause 52.204-8 in section "K" of this solicitation. b) Estimated Price Range: More than $10,000,000. c) An organized pre-proposal site visit will be held at 9:30 am EDT on Wednesday, October 19, 2022, in the New Immigration Building Large Conference Room followed by a site walkthrough. Refer to section "L" for information regarding the site visit and proposal submittal requirements. d) Information and requirements stated in sections "B" through "J" & attachments noted in section "J" apply to this solicitation and the subsequent contract. e) Requirements noted in sections K, L, and M apply to this solicitation. f) Pre-proposal questions shall be submitted no later than seven (7) days prior to the proposal submission due date. Do NOT submit questions through FedConnect. Submit questions only through email TO BOTH the Contracting Officer and Contract Specialist. See Section L, Instructions for the Submission of Offers and Other Information, paragraph B, Questions, for specific details. g) This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. Statue of Liberty National Monument and Ellis Island Rehabilitate Exterior Systems of Main Immigration Building (GAOA Project) (STLI-312431) New York County, New York The NPS subcontracting goals for Fiscal Year 2022 are: Small Businesses (44%), Small Disadvantaged Businesses (5%), Women-Owned Businesses (5%), HUBZone (3%), and Service Disabled Veteran-Owned Businesses (3%). This project will rehabilitate exterior components of the Main Immigration Building on Ellis Island, including exterior window finishes, exterior re-pointing, replace deteriorated clerestory windows, replace failing skylights, and repair portions of the terra cotta roof. This project will completely replace all eight non-historic 1980s era clerestory windows that illuminate the Great Hall of the Main Immigration Building. The existing hardware will be removed and salvaged, if compatible with the new window systems. This project eliminates health, safety, and liability risks by replacing the deteriorated window assemblies with new, safe window assemblies that are more wind and water resistant. This project helps maintain the visitor experience on Ellis Island. The successful completion of this project will significantly reduce ongoing maintenance of the windows, saving staff time. This project will also replace the leaking skylight system and with a new, water-tight assembly. In addition to preventing water infiltration, the new system will include block ultraviolet light and provide appropriate thermal characteristics to ensure visitors comfort and protect museum resources. This project will also repoint the Exterior of the Main Immigration Building, including upper parts of the towers and the Clerestory. The park will treat granite surfaces to restore the building's weather barrier and to ensure structural integrity of the stone veneer. Continued deterioration of the building exterior may lead to spalling of brick material and stone components due to freeze-thaw, causing potential hazards of falling debris. This project will also repair and replace portions of the terra cotta roof which has sustained displaced tiles and damage to the plywood substrate. Secure anchoring of terra cotta roof tiles will eliminate potential safety concern with falling debris, and proper waterproofing will prevent further water (GAOA Project) The deadline for vendor questions remains 2:00 pm Eastern Standard Time, Friday, November 18, 2022.
