Demolition, site work and new construction of a multi-residential development in Poughkeepsie, New York. Conceptual plans call for the demolition of a multi-residential development; for the construction of a multi-residential development; and for site work for a multi-residential development.

The Poughkeepsie Housing Authority (PHA) is responsible for the development, maintenance, and management of all public housing developments in the City of Poughkeepsie, NY, with oversight and funding provided by the U.S. Department of Housing and Urban Development (HUD). PHA owns and operates 359 public housing units, 165 Section 8 Certificates, 60 VASH Vouchers, of which 8 are project-based, and 18 Foster Youth to Independence Vouchers. The purpose of this Request for Qualifications (RFQ) is to acquire the services of a Developer Partner to assist PHA with the redevelopment of the public housing site known as Hudson Garden Apartments, located at 120 Howard Avenue in Poughkeepsie. The property is proposed for repositioning under the Rental Assistance Demonstration (RAD) program. The 8.9-acre property consists of two- and three-story walk-up apartment buildings and community center constructed in 1952, with major additions completed in 1985. PHA envisions the new development as an affordable, mixed-income and sustainable community that provides desirable urban living. The new development must provide one-for-one replacement of the existing 184 public housing units and protect the right to return of current residents. The successful respondent will assist PHA with the development of a master plan for the entire site and potential additional site(s) and execute the first three phases, as designated by PHA, as of the development.
