The County will receive bids up to and including 2:00PM as required by NYS law. It is the sole responsibility of bidders to ensure bid packages are received in a timely fashion. Any inconveniences or delays will not be justification for the County to accept untimely bid submissions - No Exception. Unfortunately, we are not able to accept bids via email. Bids submitted via email do not comply with the requirements set by New York State. Security procedures are in effect at the Livingston County Government Center. Interested parties, especially contractors who intend to hand deliver proposals and/or conduct business with Livingston County should allow sufficient time for any delay which may arise as a result of security procedures. To be considered "delivered on time," a submission must be received by County Administration by the appointed day and time. The project includes the construction of one (1) emergency communication tower at the existing County Emergency Operations Center Facility as specified in the Bid Documents including the erection of the owner-procured steel monopole communications tower. One prime contract is part of this work, as follows: Contract 4 - Site Construction
Each Bid must be made using the forms provided in the Bid Documents and shall be accompanied by a Bid Bond payable to the County of Livingston in the amount of 5% of the Total Bid as a guarantee that the Bidder will enter into the Contract if the project is awarded to him. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the County of Livingston, the Bid Bond shall be forfeited to the County of Livingston. A certified or bank check will not be accepted. Bids must be submitted in sealed envelopes with the Project Name plainly written on the outside and include the name and address of the Bidder. No Bidder may withdraw a Bid within 45 days after the Bid Opening. Bidders are not to include in their Bid, sales and compensating use taxes of the State of New York and of counties or cities on materials, equipment, and supplies to be incorporated into the Project. The General Municipal Law of the State of New York requires that Bidders certify, under penalty of perjury, that the Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. A certification is included with the Bid Proposal which each Bidder must sign in the space provided. Bidders must also execute the Iranian Energy Sector Divestment Certification in order to have their submission considered. The County of Livingston reserves the right to waive any informalities in or to reject any or all bids offered. Livingston County is an equal opportunity/affirmative action employer.
