Tuolumne County is interested in developing a Housing Navigation Center to provide assistance to people who are experiencing homelessness or are at risk of becoming homeless. Homelessness is a significant and pervasive issue in Tuolumne County as well as throughout the state of California. In recognition of the need for local solutions, the Tuolumne County Board of Supervisors included the following objective in their 2021 Priorities: to "address emergency needs in homeless communities and collaborate with public and private partnerships to combat homelessness". Each Navigation Center is unique in the size, location, operational function, delivery of services and funding. Tuolumne County is looking for an experienced consultant to conduct a feasibility study related to the development of a Housing Navigation Center in Tuolumne County. The approach to this project will be for a consultant to assess the homeless housing situation in the County and provide a recommendation on the development and operations of a Housing Navigation Center utilizing best practices. The following summarizes the proposed tasks that will be included in a Scope of Work. The Consultant will meet with County and City staff, Housing Committee, Homeless Commission, homeless service providers and homeless people to understand and document barriers this population faces as it relates to housing.
