A full-depth road reconstruction by placing aggregate base and paving hot mix asphalt, construction of concrete curb and gutter, curb ramps, cross drains, and sidewalks, and installing traffic stripes and pavement markings. The successful bidder must complete the work, including plant establishment work, within 30 working days. DBE Goal Percentage: 17% No bid will be considered unless it is made on a Bid form furnished by the County's Public Works Department (Department) and accompanied by bidder's security in an amount equal to 10% of the amount bid in accordance with the provisions set forth under Section 2, "Bidding," of the Standard Specifications of the State of California Department of Transportation, dated 2018, as modified by the special provisions. The County reserves the right to reject any and all bids. If the contract is to be awarded, it will be awarded by the Board of Supervisors to the lowest responsible bidder whose bid complies with all prescribed requirements. The successful bidder must furnish a Performance Bond and a Payment Bond each in the amount of 100% of the contract price and on the County's form. Pursuant to Public Contract Code Section 22300, the substitution of securities for money withheld by Kern County to ensure performance of the contract will be permitted. All documents submitted in compliance with the requirements of this bid package and the contract must be scannable and photocopiable. Contractor shall pay to persons performing labor in and about work provided for in the contract documents an amount equal to or more than the general prevailing rate of per diem wages for (i) work of a similar character in the locality in which the work is performed and (ii) legal holiday and overtime work in said locality. The per diem wages shall be an amount equal to or more than the stipulated rates contained in a schedule that has been ascertained and determined by the Director of the State Department of Industrial Relations and County to be the general prevailing rate of per diem wages for each craft or type of workman or mechanic needed to execute this Contract. Contractor shall also cause a copy of this determination of the prevailing rate of per diem wages to be posted at each Site. Liquidated damages amounts for this contract are $2,000.00 per day, as set forth in the Agreement. County specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements not involving time, price, or quality of the work.
