However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. A conditional requirement of the construction permit for the 2,300-foot long, 8-foot high inflatable dam requires fish passage be provided at the dam upon request by the Pennsylvania Fish and Boat Commission. Because of the success of fish passage restoration efforts at the four hydroelectric dams located downstream, fish passage must now be provided at the inflatable dam at Sunbury. The project will involve construction of a nature-like fishway at the west abutment of the inflatable dam. The fishway consists of a series of pools and riffles created by the placement of rock riprap and boulders. Appurtenant features of the fishway include, but are not limited to, a ford crossing, extension and modification of an existing concrete T-wall which forms the fix crest weir portion of the inflatable dam, and maintenance access paths. B. During the period from early May to October the existing inflatable dam must remain operational and will be maintained inflated to create the seasonal recreational pool (Lake Augusta). The majority of the fishway structure will need to be constructed during this period and the Contractors diversion and care of water features will need to maintain and accommodate the higher water levels created by the dam when it is inflated. The Contractor must allow DCNR Park staff unrestricted access to the site to accommodate their activities related to operation and maintenance of the rubber dam and its appurtenances. Construction activities shall not interfere with the normal operations of the inflatable dam.
