Contractor Awarded Address: Portland, OR 97202-2338 USA Base and All Options Value (Total Contract Value): $64412.00 Part 1 - General Information 1.1 Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to repair the McNary powerhouse HVAC Controllers as defined in this Performance Work Statement (PWS). These HVAC controllers are used for automatic temperature control, system component status, and for in the event of a smoke emergency at McNary Project. The powerhouse HVAC system works hand in hand with project life safety requirements. The Contractor shall perform to the standards in this PWS. 1.2 Purpose: Repair existing Honeywell AX temperature control system. At present time, McNary does not have automatic control of the system, cannot see any equipment and/or device status from the field, and it cannot automatically operate in an emergency smoke situation, which is detrimental to life safety. 1.3 Scope: Paragraph 4.1 of this document details the specific requirements of this contract. 1.4 Period of Performance: The Period of Performance (POP) for this work is four weeks (thirty-one days) after award of contract. If more time is required, it will be communicated before contract is awarded. 1.5 Place of Performance: The Honeywell AX temperature control system to be repaired, tested, and commissioned onsite in McNary Powerhouse, Umatilla OR 97882. 1.6 Quality Control: The Contractor shall develop and maintain an effective quality control W912EF22Q0130 Page 4 of 69 program to ensure services are performed in accordance with this PWS. The Contractor shall submit a repair work report for the Honeywell AX Temperature Control System. The report shall be provided to the Technical Point of Contact (TPOC) upon completion of the HVAC Control system repair. Forms used for quality control reports are subject to the approval of the Contracting Officer Representative. The Contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved. In this contract the quality control program is the driver for product quality. The Contractor shall develop a comprehensive program of surveillances and monitoring actions. The first major step to ensuring a "selfcorrecting" contract is to ensure that the quality control program approved at the beginning of the contract provides the measures needed to lead the contractor to success.
