Reference Number NB-9773007-23 This procurement is subject to the provisions of the Quebec-New Brunswick Procurement Agreement, the Canadian Free Trade Agreement, and the Canada-European Union Comprehensive Economic and Trade Agreement. Where permissible under the applicable trade agreements and the regulation under the Procurement Act, Service New Brunswick reserves the right to give preferential treatment to a prospective supplier from New Brunswick. Should this right be exercised, the following order of priority will apply: a) firstly, New Brunswick manufacturers if the goods to be procured are manufactured in New Brunswick; and b) secondly, New Brunswick vendors. When bid submissions are evaluated on price: - Applicability of the preferences will be determined based on the price differential between the lowest-priced acceptable bid and the bid receiving the preferential treatment. - The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the Procurement Act. - The preferential treatment will be applied by making the award to the NB supplier. When bid submissions are evaluated on a point system: - Applicability of the preferences will be determined based on the price differential between the pricing component of the highest scoring acceptable bid submission and the pricing component of the bid(s) receiving the preferential treatment. - The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the Procurement Act. - The preferential treatment will be applied by allotting a maximum of an additional 5% of the total possible points to New Brunswick manufacturers' total scores and 4% to NB vendors' total scores. If no bid from a New Brunswick manufacturer has been retained for preferential treatment, New Brunswick vendors may receive a maximum of an additional 5% of the total possible points rather than 4%. The decision to apply a preference will be at the sole discretion of Service New Brunswick. To be eligible, suppliers must meet the definition of NB supplier as identified by the regulation under the Procurement Act. NB manufacturers should indicate in their bid that they are a NB manufacturer to be considered for the NB manufacturer preference. New Brunswick Manufacturer Preference By stating YES in the input box, I confirm that I am a Manufacturer of goods with a place of business in New Brunswick as defined below and am therefore eligible to be considered for the NB Manufacturer preference as defined in this solicitation document. If the input box is left incomplete the bid may be ineligible for the New Brunswick Manufacturer preference. Place of business means an establishment where a manufacturer regularly conducts its activities on a permanent basis, is clearly identified by name and is accessible during normal business hours. New Brunswick Vendor Preference By stating YES in the input box, I confirm that I am a Vendor of goods or services with a place of business in New Brunswick as defined below and am therefore eligible to be considered for the NB Vendor preference as defined in this solicitation document. If the input box is left incomplete the bid may be ineligible for the New Brunswick Vendor preference. Place of business means an establishment where a vendor regularly conducts its activities on a permanent basis, is clearly identified by name and is accessible during normal business hours. SCOPE Tender for the provision of janitorial and custodial services for the Anglophone West School District. The schools requiring janitorial services are Fredericton High School & District Office, Nashwaaksis Middle School, and Royal Road Elementary School, located at 300 Priestman St., Fredericton, NB; 1135 Prospect Street, Fredericton, N.B.; 324 Fulton Avenue, Fredericton, NB; and 340 Royal Rd, Fredericton, NB, respectively. The contract shall extend for a period of three (3) years from October 1, 2022 to September 30, 2025, with the option to renew for two (2) additional one-year periods in one-year increments upon written agreement by both parties as per the terms and conditions of the tender and any subsequent agreement with the School District. OPTION YEAR PRICING Pricing shall be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index. A site visit is MANDATORY as per section 1.c) of the attached document. Prior to submitting a bid for this contract, all interested bidders (including the incumbent Contractor) must attend a mandatory site visit. Bidders must communicate with the Facility Manager to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Only those bidders who have signed the Mandatory site visit sign-in sheet will be considered for award. Cleaning will be required 5 days a week. Work Schedule of the cleaning staff are to be determined by the Contractor and the School District upon contract award. All work is to be completed in accordance with the Specification Attached. To provide Janitorial Services for routine daily cleaning, all labor, supervision, tools, equipment, cleaning materials, and cleaning products are required. CONTRACT AWARD CRITERIA The contract will be awarded to the lowest compliant bid based on the total contract price for the three (3) year period for all locations. The intent is to award the three (3) locations to one bidder. Prior to Contract award, the Anglophone West School District may consult with other departments and agencies of the Province of New Brunswick to obtain information on the Vendor's past performance within the previous five (5) years. Results from the aforementioned consultations that are unsatisfactory to the School District in its sole and absolute discretion, will result in the disqualification of the Vendor's bid. GREEN PROCUREMENT GNB is responsible for developing creative and responsible green policies for its janitorial services contracts purchased in the province. The following green solutions are provided for information purpose. Consider to complete the Green Supplier Survey attached. -All energy using products should meet ENERGY STAR high energy performance specifications or equivalent -Cleaning products used should be biodegradable or environmentally friendly -Certified ECO LOGO products should be preferred. SUBMITALS Please Note: Specification section 1.b) has been changed to "The Contractor shall pay a minimum basic hourly rate (excluding benefits) of not less than $17.00 per hour to all employees carrying out work under this contract." BID SECURITY All tenders must be accompanied by a copy of a bid security in the amount of FIFTY THOUSAND ($50,000.00). The bid security may be in the form of: a Bid Bond, Certified Cheque, Bank Draft, or Money Order. *Please submit with your tender, a scanned copy of the Bid Bond, Certified Cheque, Bank Draft, or Money Order as all tender submissions must be received electronically. HOW TO FILL IN PRICING: Unit Price = Price for one year Extended Price = 3 Years Price (Unit Price x 3 Years) Please ensure to also indicate the total bid price in the "Total Including all charges" space provided. The price bid shall not include HST. There are no additional pricing sheets to be completed with this bid. Vendors should bid directly on this invitation to tender. VENDORS ARE REQUIRED TO SIGN AND DATE THEIR BID IN THE SPACE PROVIDED BELOW. HEALTH AND SAFETY POLICIES Contractors, sub-contractors, vendors and suppliers must comply with all GNB health and safety policies and standards including, without limitation, all health and safety policies and standards related to COVID-19, as applicable.
