This project involves the construction of a new perimeter trail located along Morton Road in the Township of Upper St. Clair including, but not limited to, clearing and grubbing; unclassified bulk excavation; placement of a bituminous walking trail; concrete retaining wall construction; elevated cantilever walkway purchase and installation; storm sewer installation; guiderail installation; placement, maintenance, and removal of erosion and sedimentation control measures; existing utility adjustments; relocation of a section of Morton Road, including the removal of existing bituminous paving and subbase and replacement with aggregate subbase and bituminous pavement; and associated site restoration, complete in place. Bids from Township of Upper St. Clair pre-qualified contractors must be sealed and addressed to Matthew R. Serakowski, Township Manager, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241 and must indicate on the outside of the envelope, "MORTON COMPLEX PERIMETER TRAIL PHASE II - B PART 2" Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workers' Compensation, must be filed with the executed Agreement. Bids to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Township of Upper St. Clair in an amount equal to ten percent (10%) of the total amount of the Bid as a guarantee that, if the Bid is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. Contracts are subject to prevailing wage requirements. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses. If more time is necessary for the ascertainment of the lowest responsible bidder, the Township reserves the right to award the contract at a later date, but not exceeding sixty (60) days from the date bids were submitted, and such date will be publicly announced immediately after the bids are opened. The Township reserves the right to reject any or all bids and to waive any technicality or formality therein. All Bidders must be pre-qualified by the Township of Upper St. Clair prior to receiving a copy of the project specifications.
