The City of Napa Water Division (City) is issuing this Request for Proposals from qualified consulting firms to provide professional services to develop a Water System Master Plan (WMP) that consists of the following elements: 30-year Capital Improvement Plan (2025-2054), (CIP) Corresponding 30-year Long Term Financial Plan (LTFP), Water Rate Cost of Service Study (COS) for two 5-year periods (2025-2029 and 2030-2034), and Program level Environmental Impact Report for the Water System Master Plan. The solicitation will include a two-step process, beginning with a Request for Proposals (RFP) phase followed by an interview phase issued to teams short-listed from the RFP Phase. Agenda and map of route to facilities to follow. The method of contractor selection has not been determined at this time.
